Human Resource Business Partner
Jacksonville Transportation Authority is seeking a Human Resource Business Partner responsible for overseeing workplace investigations and addressing employee relations concerns. Responsibilities
Conduct thorough investigations into employee grievances and disciplinary matters, ensuring compliance with state and federal laws
Facilitate conflict resolution among employees and guide management on employee relations issues
Develop, manage, and conduct investigations related to workplace complaints, employee misconduct, and other issues within the Authority
Conduct thorough investigations, including interviews of involved parties, and prepare investigation reports with recommendations supported by the finding(s)
Coordinate investigation activities and resulting actions with managers and other members of the Administration team. Ensure investigations are conducted according to established policies and procedures and applicable regulatory requirements
Build and maintain strong relationships with union leadership and employees to foster a collaborative work environment
Negotiate labor agreements and support the organization in achieving its labor relations objectives
Collaborate with departments and stakeholders to report and respond to allegations of misconduct or other violations of policies and procedures
Work with employees to initiate and document internal complaints. Educate employees on complaint processes and clarify internal policies and processes, as needed
Meet with complainants, related managers and other involved parties to finalize and communicate outcomes and resulting actions. Ensure the consistent application of policies and discipline
Assist legal counsel with investigating and responding to notices of administrative violations from local, state, and federal agencies
Track trends and recommend corrective actions to address common issues or concerns
Develop and report investigation metrics and assist with effectively communicating the data and investigation results to division leaders
Analyze and interpret data related to employee relations, labor relations, and workforce dynamics to identify trends and recommend solutions
Develop and implement strategies to enhance employee engagement and retention
Support the development and delivery of training programs that address employee needs and organizational goals
Collaborate with the wellness team and employee assistance program to facilitate mental and emotional wellbeing initiatives for staff
Stay updated on laws and regulations pertaining to investigations, employee relations, and labor relations in Florida
Ensure organizational compliance with relevant employment laws and best practices
Prepare and present comprehensive reports and presentations summarizing findings and recommendations to executive leadership
Communicate policies and procedures effectively to all levels of the organization
Qualification
Required
Bachelor's degree in Human Resources, Business Administration, or related field (Master's degree preferred)
5+ years of experience in human resources roles with a focus on investigations, employee relations, and labor relations
Strong understanding of labor laws and regulations in Florida
Proven ability to handle sensitive and confidential situations with discretion
Excellent interpersonal, communication, and presentation skills
High emotional intelligence with a problem-solving mindset
Ability to handle and maintain confidentiality of sensitive and confidential information
Ability to deal with complex and ambiguous situations in an independent and confidential manner
Ability to analyze investigation results and recommend appropriate actions to address concerns and inappropriate conduct

Knowledge and understanding of investigative best practices, including interviewing, evidence collection, and analysis
Knowledge of federal, state and local employment laws, including Affirmative Action and EEOC regulations, as well as human resources policies and procedures
Excellent consulting, conflict resolution, critical thinking and problem-solving skills
Effective communication skills, both orally and in writing, with employees of all levels within an organization
Proficient with Microsoft Office Suite, including advanced functions in Microsoft Excel, Word and PowerPoint; SharePoint administrator experience a plus
Ability to generate reports to show investigation progress, results, and trends
Preferred
Prior training in conducting EEOC investigations
Experience collaborating with unions or labor organizations is preferred
