Policy Analyst

California Public Utilities Commission is responsible for overseeing the state's utilities and communications. The Policy Analyst will engage in complex analytical assignments related to broadband and communications, working closely with various stakeholders to propose policy recommendations and assess communications programs.

Responsibilities

Carry out data analysis, communications programs assessment and present findings and propose appropriate policy recommendations to Commission management and decision makers clearly and concisely both verbally and in writing
Hold lead coordinating roles in a variety of projects related to communications industry policies, public purpose programs, legislative bill analysis, and proceedings that advance broadband for all and reliable communications services in California
Work independently as a team leader, or part of a matrix team, leading projects and meetings with internal staff and outside stakeholders, preparing reports, conducting research and studies on pending issues, and presenting findings and recommendations to management and Commission decision makers

Required

Eligibility for the classification
Experience conducting independent policy research and quantitative and qualitative analysis
Experience conducting and preparing clear and concise written work products and oral presentations
Experience in engaging with others in collaborative settings; working cooperatively with all levels of staff, management, decision-makers, stakeholders and government representatives and recommend policy outcomes
