Senior Director of Transformation (TMO)
The State of Oklahoma, through the Oklahoma Health Care Authority (OHCA), is seeking a Senior Director of Transformation (TMO) to lead enterprise-wide transformation and strategic innovation. This role will oversee the agency’s transformation portfolio, ensuring initiatives align with strategic goals and deliver measurable outcomes.

Responsibilities
Establish, lead, and mature the Transformation Management Office as the centralized function for transformation execution, project governance, and strategic initiative oversight
Manage an integrated enterprise portfolio focused on modernization, service delivery improvement, operational effectiveness, and innovation
Partner with executive leadership and an agency-wide steering committee to align initiatives with strategic priorities, statutory and compliance requirements, and available resources
Ensure interdependence, risks, and tradeoffs across initiatives are actively managed and escalated as needed
Serve as a trusted advisor to executive leadership on transformation progress, risks, and strategic decisions
Apply advanced project, program, and change management frameworks to ensure consistent, disciplined execution of major initiatives
Promote effective use of Agile, Lean Six Sigma, Waterfall, and hybrid methodologies, design thinking, and evidence-based decision‑making
Provide project management leadership and oversight to select high-priority or high-risk initiatives
Establish standardized reporting, dashboards, and performance metrics to track progress, outcomes, risks, and benefits realization
Communicate clearly and consistently with internal and external stakeholders regarding transformation status and expectations
Lead, mentor, and develop high-performing teams responsible for transformation delivery and project management
Build agency-wide capability by standardizing tools, templates, and processes and providing training and guidance as needed
Model change leadership behaviors and foster a culture of collaboration, accountability, and continuous improvement
Provide leadership and oversight for functions supporting transformation efforts, including project management, strategic innovation, and supporting technologies
Qualification
Required
Bachelor's degree and 7 years of professional business or public administration experience, including 4 years in a supervisory or administrative capacity OR An equivalent combination of education and experience, substituting one year of professional or technical administrative experience in business or public administration for each year of the required education
No substitution will be allowed for the required professional experience in a supervisor or administrative capacity
Strong expertise in enterprise transformation, portfolio and program management, and large-scale leadership within complex organizations
Strategic mindset to translate organizational priorities into executable initiatives
Ability to manage complexity by navigating cross-functional dependencies and risk
Discipline to drive results through clear governance, accountability, and outcome tracking
Ability to collaborate effectively with executive leadership and diverse stakeholders
Ensure accountability across initiatives and teams
Communicate clearly to support informed decision-making
Preferred
Experience leading enterprise-wide initiatives in the health care field
Familiarity with government or public sector operations
Advanced data and analytics proficiency
Change management experience
Practical experience with project management methodologies, including waterfall, agile, or innovation frameworks
Experience with technological implementations and modernization
Certifications in project, program, or change management (e.g., PMP, PgMP, Prosci Change Management), or equivalent senior-level experience leading complex, cross-functional initiatives
Familiarity with Agile or innovation frameworks is a plus
