Senior Data & Analytics Business Analyst
Lifescale Analytics is seeking an experienced Senior Data & Analytics Business Analyst to support advanced data & analytics (D&A) initiatives for a government client. This role partners closely with business stakeholders and D&A teams to turn complex data needs into actionable insights—from early inspiration through post-implementation adoption.
Responsibilities
Collaborate with business stakeholders and D&A teams to identify high-value data use cases
Translate high-level needs into functional requirements
Identify potential data sources, costs, benefits, and MVP opportunities
Support solution adoption through documentation, training, data literacy, and change management
Coordinate with business teams to ensure smooth rollout
Track adoption and value realization
Document outcomes and share success stories
Build trust in departmental data through improved data quality
Lead requirements definition meetings and JAD sessions
Facilitate negotiation among multiple stakeholders
Create and maintain business analysis artifacts, including:
Functional & non-functional specifications
Process maps (Visio)
Use cases & traceability matrices
Wireframes, business rules, and data definitions
Support business process redesign efforts
Mentor D&A team members and coach business partners on analytics best practices
Qualification
Required
Bachelor's degree in Data Science, Information Systems, Business Administration, or a related field
Equivalent professional experience will be considered in lieu of a degree
Ability to effectively communicate with both technical and business resources and translate business needs into effective D&A specifications
Excellent relationship management skills, including building relationships and trust through active listening, demonstrated interest in business challenges, and time spent assisting colleagues
Ability to facilitate and host sessions to elicit ideas from business colleagues, understand their challenges, and encourage group participation
Ability to think creatively, frame new concepts that inspire new D&A use cases, and brainstorm with colleagues about future solutions and services
Ability to influence and engage others through storytelling, persuasive ideas, and thoughtful narratives that support the department's mission
Ability to navigate and understand the needs of multiple stakeholders
Excellent oral (presenting and public speaking) and written (documentation, briefing reports, correspondence, PowerPoint presentations, etc.) communication skills
Ability to conduct research into data & analytics issues and products
Ability to work on multiple projects as a project team member, occasionally as a project leader
Applicants responding to this position must be a US Citizen and maybe subject to a government security investigation and must meet eligibility requirements by currently possessing the ability to view classified government information
The candidate must have lived in the United States for the past 5 years

Preferred
Familiarity with environmental science, water quality, or related domains
Experience in data governance, data literacy, or analytics initiatives
Business analysis certifications (CBAP, PMI-PBA)
Project management experience or certification
Experience with business case development
Familiarity with UX/design principles
