Contracts Director
OSC EdgeTech, LLC is seeking a talented Contracts Director to join the team. The Director of Contracts will be responsible for the full cycle contract process and development, managing all aspects of company contracts and ensuring compliance with government contracting requirements.

Responsibilities
Serve as a subject matter expert (SME) on all matters of a contractual nature, including information being requested and presented to governmental agencies and customers, conducting risk assessments and making recommendations to Executive Management with respect to new contracts, subcontracts, modifications and change orders
Provide management, oversight, guidance and direction with respect to the negotiation and administration of all contracts and subcontracts (IDIQ, FFP, T&M and/or L-h, Cost-type and Letter Contracts), teaming agreements and nondisclosure agreements
Direct the issuance and implementation of all policies, procedures, methods of operating practices and functional performance standards to facilitate effective implementation with program objectives and requirements
Manage and oversee activities directly related to procurement activities supporting company prime contracts and subcontracts, focusing on improving the company’s overall bottom-line and strategic business performance
Establish and facilitate Program Performance Reviews
Review all initial contract award and initiate Contract Kickoff and Transition meetings involving all stakeholders across the company, as well as subcontractor kickoff activities and tasks
Participate in and develop business strategies in coordination with Operations, Legal, Finance, Risk Management and Business Development departments and functions
Ensure adequacy of all Contracts and Subcontracts, analysis of unique requirements, assessment of risks and performing cost and price analysis, when required
Interface directly with company officers and functional departments to resolve and mitigate contract issues and concerns; work with other business units to manage disputes or other requirements
Develop and negotiate various agreements with strategic partners, (i.e. Non-disclosure and Teaming Agreements), second-tier subcontractors, team members, etc
Provide leadership in the negotiation of all contracts and subcontracts and provide advice to the leadership team on the acceptability of contractual terms and conditions and deviations
Effectively lead contract activities with extensive knowledge of contract management systems, record retention and disposition procedures with specialized experience in Federal Government contract closeout procedures that includes all activities and procedures required to closeout all completed government and civilian agency contracts; coordinate all closeout actions in accordance with the FAR and closely with finance and accounting teams for de-obligation and closeout activities
Develop, execute and maintain internal standard operating procedures for the Contracts Department
Oversee administration of contracts under the Davis Bacon Act, and the Service Contract Act
Serve as a liaison for the organization and, when needed, work with outside counsel with respect to legal activity or transactions the company leadership requests, particularly related to the FAR
Collaborate with the accounting staff and leadership to interface with DCAA / DCMA with regard to audits of our existing contract(s)
Create Small Business Subcontracting Plans and submits the required bi-annual eSAR reports
Assist in the structuring and strategy of all subcontracts and strategic procurement business relationships by assuring compliance with all applicable federal, state and local laws
Evaluate subcontractor proposals for compliance and risks to the solicitation, ensuring all aspects to requirements are considered from pricing or cost to include the management volume
Interface with the proposal team (senior managers, technical leads, contracts and finance) to ensure proposal costing follows all Cost Accounting Standards and procedures
Ensure compliance with government contracting requirements, FAR, AMS, DCAA, other applicable regulatory bodies and policies / regulations, and contract finance requirements, and identify corporate solutions to meet compliance
Coordinate with Program Managers to provide guidance on contractual requirements and ensure contract requirements are fulfilled
Monitor and review solicitations, RFPs/RFIs, screen and qualify opportunities, lead and support the development of proposals through its various phases, color review teams and submittal of proposal
Perform other tasks as required
Qualification
Required
Bachelor's degree in business or related field
10 or more years of experience as a Contracts Manager in a federal contracting environment
Demonstrated experience with FAR, FAR Part 44, DFAR, CAS, CPSR and ACO
Ability to travel up to 10% of the time
Must be U.S. citizen
Ability to pass a pre-employment background check
Ability to obtain government clearance
