Financial Data Analyst - MH
UMass Chan Medical School is seeking a Financial Data Analyst to support the Integrated Fiscal Strategy team. Responsibilities
Manages rates model that determines how the $9B budget in ACO/MCO medical and non-medical funding is distributed annually amongst 19 ACOs and MCOs; presents recommendations on rates funding to executive leadership, including Medicaid Director, Chief Financial Officer and Chief of PCDI
Produce standard analyses in Excel which support development, execution, and monitoring of annual ACO/MCO financial performance and revenue changes
Works with the MassHealth budget team and the payment operations team to ensure ACO/MCO funding decisions are appropriately reflected in the annual MassHealth budget and the capitation payment engine
Produce ad-hoc analyses to support the improvement of the Primary Care Sub-capitation program, including determining budget allocation for the clinical tier enhanced payment and identifying root causes of revenue differences by primary care practice
Assist in the preparation of presentations and reports to executive leadership, including the Medicaid Director and Chief of PCDI, and external stakeholders on key rates decisions including funding levels, key trends, and rationale for decisions
Produce CMS documentation, which is key to ensure approval of the ACO/MCO rates from CMS. Includes coordinating reviews from multiple teams on the Rate Certifications, providing initial responses to CMS questions on rates and contracts, and monitoring action items that come out of CMS communications, and updating finance-related ACO/MCO contract deliverables
Facilitate and coordinate meetings/communications with other teams to ensure deadlines are met and multiple teams are aligned on process and information. This includes supporting the annual ACO rates engagement process for the last 2 years: maintaining key project management deliverables, coordinating with ACOs on meetings, and helping the team keep track of action items
Support agency-wide initiatives, like American Rescue Plan Act budget increases, including monitoring action items, communicating updates to multiple teams, and ensure fiscal implications were appropriately reflected in ACO/MCO rates
Act as key IFS liaison for the Tableau development workgroup, including coordinating key activities to implement IFS-related Tableau dashboards, becoming a superuser and providing feedback on dashboard design, and providing guidance to questions/concerns
Qualification
Required
Bachelor's degree in Economics, Business, Finance, Public Policy or related field
2 years of cumulative work experience in state, local or federal agencies, private sector, or non-profit
Prior experience/skills in Microsoft Excel required; familiarity with Tableau or an analytical database (e.g. R) preferred
Demonstrated ability to synthesize complex quantitative analyses into qualitative summaries to present to leadership and external stakeholders analytic and problem-solving skills
Organizational and project management skills to support or co-lead cross-team initiatives
Strong communication skills, both oral and written
Interpersonal skills necessary to interact successfully with a wide range of individuals
Demonstrated attention to detail in order to deliver quality work product
Preferred
Master's degree in Economics, Business, Finance, Public Policy or related field
