Supply Chain Planner II

Responsibilities
Interface directly with suppliers to request and obtain proposal-only pricing in response to customer RFPs and RFIs, primarily for custom and engineered parts
Request, receive, and manage supplier quotations in alignment with proposal schedules and category strategies
Manage engineering drawing packages and documents to support RFQs to the supply base
Review supplier quotes for accuracy, validity, assumptions, quantity breaks, exceptions, lead times, and expiration dates
Analyze current supplier pricing against historical pricing to understand deltas, trends, and underlying cost drivers
Support evaluation of proposal cost drivers, including review of high-value material line items to ensure pricing reasonableness
Analyze and forecast proposal activity to proactively engage suppliers to secure pricing in advance of proposal kickoffs
Perform price analysis and selection analysis in accordance with FAR, DFARS, TINA, and internal sourcing and pricing policies
Complete and support FRM28 documentation and other proposal pricing artifacts
Support Request for Bid Approval (RBA) packages by providing pricing rationale, analysis, and internal feedback
Document pricing assumptions, methodologies, and supporting data to ensure audit-ready proposal submissions
Support DCAA and DCMA audit and fact-finding activities related to proposal
Participate in proposal kick-off meetings and coordinate closely with the proposal team throughout the pricing lifecycle
Work cross-functionally with Category Management, Material Estimating, Engineering, Supply Chain, Finance, and Program teams
Proactively coordinate workload, priorities, and deadlines with the proposal team to meet cost volume schedules
Provide regular pricing status updates to proposal leadership throughout the proposal development process
Contribute to ISC-level presentations and support briefings at the Director and Vice President level, as required
Maintain a regular and predictable work schedule
Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Capabilities Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment

Qualification
Required
Bachelor's degree plus 2 or more years related experience
Each higher-level degree, i.e., Master's Degree or Ph.D., may substitute for two years of experience. Related technical experience may be considered in lieu of education. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education
The candidate will have working knowledge of supplier management, FAR / DFAR or NASA procurement regulations, price analysis and target pricing techniques as well as working knowledge of Printed Wiring Assemblies & Printed Wiring Boards, and Mechanical Assemblies and parts
Excellent interpersonal/communication (written and oral) skills and organizational skills
Experience supporting local and virtual team members across various geographical locations
Demonstrated experience/ability to work efficiently and effectively with multiple deadlines and changing priorities
Ability to successfully execute multiple tasks simultaneously
Demonstrated experience leading proposal activities from initial request through Proposal Submission
Demonstrated ability to understand requests of supply chain in the proposal process, ask questions of the program to meet the customer deadline
Ability to lead in DCAA/DCMA audits or customer fact finds
Understanding of FAR Guidelines and TINA threshold requirements
Demonstrated ability to consult with programs for best possible path forward in material pricing
Ability to create and implement proposal process in areas where needed and monitor for success
Demonstrated experience working in a team while making individual contributions
Preferred
Excellent computer skills, including high level of proficiency with Microsoft Office, particularly Excel, Outlook, and Word, and Adobe Professional
Preferred skills in Business, Supply Chain, Mathematics, Data Science, Accounting, Business, Information Technology (IT), Computer Science, Project Management, and General Science
