Population Health Management Policy Analyst

The California Department of Health Care Services (DHCS) is the backbone of California’s health care safety net. They are seeking a Population Health Management Policy Analyst to support the development and implementation of health policies and programs, ensuring high-quality administration and collaboration with managed care partners.

Responsibilities

Responsible for PHM policy development, implementation, and monitoring
Ensure high-quality program administration; lead and manage assigned workstreams and projects
Collaborate internally and externally; manage division-wide work products and responses to requests, ensuring deadlines are met with high-quality deliverables
Understand and utilize quantitative and qualitative data to monitor and improve the existing PHM policy to achieve CalAIM goals and outcomes
Support the development and implementation of Medi-Cal Connect, a statewide data platform that enables DHCS and managed care partners to collaboratively monitor progress toward quality goals and outcomes

Preferred

Master's in Public Health, Health Administration, or other related advanced degree
Experience with quality improvement and health programs or projects, including: health equity, development, research, coordination, evaluation, and monitoring
Experience in data analysis
Ability to synthesize information for executive consumption
Ability to work collaboratively and productively with both clinical and non-clinical staff throughout the organization
Ability to prioritize workload, adapt to changes, and shift focus when needed
Ability to work both independently and as a team member; carry out prescribed tasks with minimal supervision; be a self-starter, and have a positive, can-do attitude
Excellent verbal and written communication skills, organizational skills, and attention to detail
