Manager, Information Governance (Board & Records Systems)
Los Angeles Metro is dedicated to providing a world-class transportation system in LA County. They are seeking a Manager of Information Governance to oversee the Records Management program, ensuring compliance with records requirements and managing IT resources.

Responsibilities
Manages and oversees the organization's records and information management policies and compliance program, including departmental audits
Oversees retrieval, reproduction, redaction and release of documents and data under the CPRA in coordination with Counsel
Leads high quality customer service in responding to the California Public Records Act (CPRA) Requests and responds to each request with authentic and trustworthy records in compliance with the laws' timeframes
Oversees all public disclosures of agency records and electronically stored information, ensuring equity in the access and disclosure process
Oversees storage methods and timely destruction of Metro records in compliance with legal precedents and local, state and federals records laws
Manages metadata schema, indexing, storage, retrieval, controls, security, redaction, release, and documentation of the secure destruction of documents and electronically stored information agency-wide, including exempt category records, public safety, and transportation infrastructure security critical information, as defined by laws, statutes, and policies
Manages multiple electronic database systems
Prepares training curriculum and conducts agency-wide classroom training for the Records Management Program and its policies, establishes annual records policy and best practices campaigns
Testifies in local, state and federal courts of law on behalf of Metro as the agency's legal Custodian of Records
Protects highly confidential and security sensitive information
Reviews departmental level Standard Operating Procedures (SOP) and procurement Statement of Work (SOW) for policy and program compliance
Provides expertise and input into other functional areas that affect the recorded information of the organization regardless of information format
Consults with all departments on records management program compliance, assures that they fully support and implement records and information management policies through a program of regular compliance reviews and audits
Recommends new records retention categories, schedules, and disposition time extensions to the Chief Executive Officer (CEO) for approval, seeks Board of Directors approval for all category eliminations and reductions in disposition time periods, in consultation with Counsel
Executes CEO and Board approved Records Management policy, program, file plans, and retention schedules
Participates in all ITS agency disaster recovery plans, exercises and policies
Consults with the Office of the Board Secretary on the preservation of agency's vital records and Board Member research needs
Administers and prepares high-level comprehensive reports and correspondence
Prepares budget for unit
Oversees and monitors contractor work, multiple offsite storage locations, and the disaster recovery of vital agency records
Oversees compliance with the California Public Records Act, HIPPA Act, E-Government Act, Privacy Act, OMB Circular A-130, Security Sensitive Information Act, Government Paperwork Elimination Act, and other applicable laws
Manages research and official responses to all legal subpoenas
Obtains approval from Counsel for public disclosure of special category records and maintains close coordination with Counsel and Media Relations on all public disclosure issues
Manages, trains, and motivates assigned represented and unrepresented employees
Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
Qualification
Required
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position
Bachelor's Degree in Records Management, Library Science, Information Studies, Business, Public Administration, Urban Planning or a related field; Master's Degree in a related field preferred
Six years of relevant experience or three years of relevant supervisory-level experience in records management, library services, archives, knowledge management, or other related area
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Preferred
National Association of Government Archives and Records Administrators certification preferred
Association of Records Managers and Administrators (ARMA) CRM or IGP certification preferred
National Archives and Records Administration (NARA) certification preferred
Association for Intelligent Information Management certification preferred
Experience managing, implementing, or administering board management and/or records systems
Experience in analyzing administrative, budgetary, financial, and operational processes and workflows, including evaluating alternatives and providing recommendations
Experience administering and monitoring purchase requisitions, orders, contracts, and invoices for payments
Experience developing and managing data analytic reports, with advanced proficiency in Excel and SQL
