Responsibilities

Managing the daily operations of the Human Resources Operations Center and shares with the Chief, all phases of the organization's programs and work
Convening multiple stakeholders at various levels to harmonize customer needs and expectations with HROC priorities and output
Acting in the HROC Chief's absence and represents HROC in a variety of meetings and other similar forums
Participating in the development and documentation of long-range and short-range planning efforts
Establishing performance metrics for HROC employees, monitor progress toward those metrics, and adjust management techniques as needed to ensure those metrics are achieved

IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC
You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing these duties:
Leading or managing a staff of human capital employees performing operational HR work (i.e., assigning work, evaluating performance, identifying developmental needs, providing counsel, resolving complaints)
Providing professional human resource management advice and recommendations, consistent with the policies and practices of a large Human Resources Office, to managers and supervisors at all levels throughout the organization
Evaluating and interpreting new and existing HR laws, regulations, and policies to provide operational guidance and instructions for implementation to program offices, customers, and subordinate employees
Assessing HR operations to identify deficiencies and systemic issues and implementing solutions to enhance the efficiency and effectiveness of programs and services
Developing innovative methods to improve the productivity and increase the quality of HR services provided
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees
