Job Corps Center Corporate Executive Director Workforce Innovation
Youth Enrichment Services is an organization focused on workforce programs, and they are seeking a Corporate Director to oversee national leadership and operational direction for Workforce Centers. This role involves ensuring program compliance, driving student outcomes, and managing workforce partnerships while promoting innovation and mission impact.

Responsibilities
Provide national leadership and oversight of workforce programs which includes Job Corps Center operations to ensure compliance, performance excellence, safety, and alignment with U.S. Department of Labor, and other agencies’ requirements
Drive student outcome performance, including enrollment, retention, behavior, credential attainment, work-based learning, and graduate placement
Oversee operational, financial, and risk management functions across centers, ensuring responsible stewardship of federal funds
Lead, coach, and hold Center Directors and corporate support staff accountable for results, standards, and continuous improvement
Serve as the primary corporate liaison to DOL, workforce partners, employers, and key stakeholders to advance strategic partnerships and mission impact
Lead special initiatives, pilot programs, and corrective action plans to address performance gaps or advance innovation
Support contract re-bids, expansions, and new Center start-ups and transitions, including proposal development and transition planning
Prepare for and respond to audits, assessments, investigations, congressional inquiries, and high-visibility issues in coordination with Legal and Compliance
Represent the organization at national conferences, DOL briefings, Capitol Hill visits, partnership meetings, and external stakeholder forums
Collaborate cross-functionally with Finance, HR, IT, Facilities, Safety, and Communications to ensure integrated center support
Provide executive briefings, reports, technical guides, procedures, and recommendations to senior leadership and governing boards
Perform other related duties as assigned to support organizational priorities and mission success
Plan and execute training and other deliverables per the Policy and Requirement Handbook (PRH), Change Notice, and Information Notice training to support compliance
Conducts sites visits to ensure compliance and as needed provides technical assistance to Center operations to ensure the continued smooth operation of programs
Collaborates with the corporate team to support business development and growth for the company and the foundation
Promotes and evaluates personnel behaviors that do not align with the Bizzell’s Core Values or the Code of Conduct policy
Develops annual and targeted training conferences and initiatives to support staff development and improved outcomes
Qualification
Required
Minimum 3-7 years of progressive leadership, organizational management, high level communication skills, and experience in workforce development, which includes Job Corps, education, and other federally funded programs
Demonstrated experience managing multiple centers, sites, or large-scale programs with measurable results
Strong knowledge of workforce development initiatives which includes Job Corps policies, DOL regulations, compliance requirements, and performance metrics
Proficiency in software programs and platforms to effectively develop and share data, information, and high quality training

Proven success improving program performance, student outcomes, and operational efficiency
Experience managing multi-million-dollar budgets and resources effectively
Exceptional leadership, communication, and stakeholder management skills
Preferred
Prior experience as a Center Director, Regional Director, or Corporate Job Corps executive
Experience leading turnaround or underperforming programs
Established relationships with employers, workforce boards, and industry partners
Experience with program expansions, bids, or federal re-competitions
Strong analytical skills with experience using data to drive decision-making and continuous improvement
