Sr Specialist, Neighborhood Services (Mobile Home Parks)

The City of Fort Collins is seeking a Sr Specialist in Neighborhood Services to manage the Mobile Home Park Enforcement Program. This role focuses on improving health, safety, and quality of life in mobile home park communities through program development, enforcement, and community engagement.

Responsibilities

Update and maintain the MHP Enforcement Program plan
Provide data-informed recommendations on policy, budget, and program priorities
Support the City's commitment to equity in process and outcomes
Enforce requirements through combination of documentation and field inspections
Understand, interpret, apply, and articulate legislative requirements in Municipal Code, Building Code, Land Use Code, and State statutes. Communicate requirements in audience-appropriate language and methods
Compile and prepare documentation of investigations to be used in the event of court proceedings. Provide clear and articulate witness testimony in the event of court proceedings
Manage and coordinate the MHP Enforcement Program to meet established goals
Plan, track, and deliver project schedules, deadlines, key performance metrics, and work products
Maintain accurate case files and program records, ensuring proper handling of confidential and sensitive information
Document program activities, meetings, and decisions. Analyze data to create quarterly and annual reports
Build and maintain relationships with MHP owners, managers, City departments, and partner agencies to support program implementation and voluntary compliance
Serve as the primary point of contact for MHP-related inquiries, providing responsive customer service
Coordinate MHP activities and messaging with other similar programs in the City and partner organizations
Develop, coordinate, and deliver presentations to community groups, City staff, boards, and elected officials
Develop and administer the MHP Manager certification program, trainings, and continuing education
May supervise hourly employees, interns, and/or volunteers

Required

College degree or equivalent work experience
Bachelor's degree in related field of study or equivalent combination of education, training and experience
Associate's degree considered with adequate experience
Three years of related job experience performing project coordination, program management, and/or compliance, preferably in a team environment
Valid driver's license
Excellent written, oral, and interpersonal communication skills, including a variety of skills helpful in managing difficult one-on-one as well as group conversations
Ability to manage projects and balance multiple projects and deadlines in a fast-paced environment
Ability to develop and maintain effective working relationships with other City departments, employees, management, elected officials, and the general public
Ability to appropriately manage sensitive information and to remain impartial and handle sensitive issues with tact, diplomacy, and confidentiality
Ability to envision implementation and enforcement of potential requirements and plan for their enforcement once adopted
Ability to read, interpret, apply, and articulate relevant City Codes & Ordinances
Ability to build court cases and provide accurate testimony during hearings or other meetings
Ability to apply deductive reasoning in bringing cases to resolution
Ability to take unbiased enforcement action; including issuance of civil/criminal citations
Ability to work effectively and independently at a high level of customer support, with the ability to demonstrate effective organization, attention to detail and protocols, and compliance with confidentiality and ethical standards
Ability to solve practical problems
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
Ability to read and analyze information from a variety of sources, and craft that information into communications appropriate for various audiences
Mental alertness, ability to multi-task, and meet fixed deadlines while balancing other multiple projects with varying deadlines
Capable of and enjoys working on own as well as within teams
Flexibility in schedule and mindset
Experience successfully navigating conflict and de-escalating emotionally charged situations

Conversational Spanish language ability preferred
