NEOGOV is seeking a strategic and results-focused individual to join the Project Management team as an IT Project Management Senior Specialist. This role involves serving as a senior project manager for high-visibility IT projects within the Washington State Department of Corrections, providing technical and organizational leadership while managing complex, multi-agency projects.

Responsibilities

Initiating and planning agency IT projects which could include:
Initiating and directing the analysis and planning of complex, multi-agency systems and hardware/software solutions
Prepare project charters to confirm scope of work and secure acceptance from key stakeholders
Leading the identification of project objectives, resources, constraints, issues/risks, schedule, and estimated budget
Developing a communication plan, identifying key audiences and cadence for regular updates
Establishing estimates for project budget (resources, goods, and services) with documented assumptions to support estimates
Managing the analysis and identification of requirements and specifications for software, hardware, and commercial off-the-shelf solutions
Defining timelines and detailed work breakdown structures for project activities and milestones
Identifying dependencies and deliverables in planning work sequences
Preparing and maintaining the project management plan and document roles and responsibilities for each project participant
Identifying and documenting organizational change strategy and incorporate milestones into project plan
Managing schedules, issues/risks, decisions, scope, and budget to achieve the project objectives which could look like:
Implementing and maintaining project management plans specific to the needs of the project, sponsor, and steering committee
Managing decisions, issues, risks (including mitigation activities), and changing management processes consistent with the processes defined in the project management plan
Monitoring progress toward goals and provide mitigation strategies for risks and issues encountered
Completing project close-out activities marking an "end" to the project
Managing and performing a variety of assignments, work efforts and/or day-to-day operational activities involving multiple organizational activities internal and external to DOC

Required

High school diploma or equivalent
Nine (9) years of consultative, administrative, or supervisory experience in information technology analysis or IT project management or an equivalent combination of training and experience
Associates degree in IT or a relevant field
Seven (7) years of consultative, administrative, or supervisory experience in information technology analysis or IT project management or an equivalent combination of training and experience
Bachelors degree in IT or a relevant field
Five (5) years of consultative, administrative, or supervisory experience in information technology analysis or IT project management or an equivalent combination of training and experience
Five (5) or more years of project management experience
Two (2) years professional work experience within an information technology environment with broad knowledge of infrastructure, networking, security, telecommunications, software development (requirements, design, development, testing) and operations
