Responsibilities

Oversee daily operations of the RTIC, including staff supervision, resource allocation, and performance evaluation to ensure efficient real-time monitoring, analysis, and response to incidents
Supervise assigned personnel, providing training, scheduling, task delegation, and addressing personnel matters such as hiring recommendations, discipline, and merit evaluations
Manage and maintain RTIC technologies, such as surveillance cameras, license plate readers (LPR), computer-aided dispatch (CAD) systems, geospatial mapping tools, electronic monitoring systems, and data analytics software; coordinate with vendors for upgrades, troubleshooting, and integration of emerging technologies
Identify and pursue grant funding opportunities to support RTIC enhancements, including preparing applications, budget estimates, and reports on funded initiatives
Foster regional collaborations by acting as a liaison with external law enforcement agencies, fusion centers, and community partners to share intelligence, coordinate joint operations, and address multi-jurisdictional threats
Develop and deliver internal training programs on RTIC procedures, technology usage, intelligence analysis, and best practices for department personnel, ensuring compliance with policies and accreditation standards
Conduct threat assessments for police operations and city-wide events, analyzing crime patterns, trends, and potential risks using open-source data, social media, and law enforcement databases to inform proactive strategies
Generate investigative leads by researching, analyzing, and correlating data from sources like National Crime Information Center (NCIC), Department of Motor Vehicles (DMV), LexisNexis, and other Crime Analysis software; disseminate actionable intelligence to officers, detectives, and dispatchers in real-time via radio, reports, or briefings, and other intelligence software as appropriate
Monitor real-time video feeds, alarms, and dispatch frequencies to detect suspicious activities, support ongoing incidents, and provide situational awareness to field units, including tracking suspects and documenting events for evidentiary purposes
Participates in the preparation and administration of the program budget; submits budget recommendations; monitors expenditures
Prepare and present reports, briefings, and statistical analyses on crime trends, RTIC performance, and incident outcomes to senior leadership, stakeholders, and the public as needed
Oversees and participates in the preparation of a variety of written reports, memoranda, and correspondence; maintains records and prepares reports concerning operations, programs, and activities
Establishes and maintains effective working relationships with co-workers, public safety personnel, representatives from other governmental departments and agencies, vendors, contractors, consultants, sworn personnel, and members of the general public
Researches and stays current on legal updates, best practices in policies, procedures, technology, and training
Develop and implement policies, procedures, and emergency response protocols for the RTIC, ensuring data integrity, confidentiality, and alignment with department goals
Manage the RTIC budget, inventory, and procurement processes, including evaluating new technologies and recommending improvements based on performance metrics
Serve as a technical advisor and point of contact for internal units and external inquiries, promoting community engagement and addressing concerns related to RTIC operations
Perform related duties as assigned, including testifying in court, participating in strategic planning, and responding to after-hours emergencies

Required

Five (5) years of increasingly responsible professional experience in law enforcement involving crime analysis, intelligence operations, or real-time public safety operations, including one (1) year of supervisory or administrative experience is required
An associate's degree from an accredited college or university with major coursework in criminal justice, criminology, information systems, statistics, or a related field, or any combination of education and experience that provides equivalent knowledge, skills, and abilities is required
Possession of a valid California driver's license with a satisfactory driving record is required
This position requires shift flexibility, including being able to work evenings, weekends, and on-call duties to support 24/7 operations
Must successfully complete a pre-employment background investigation, including a criminal history check for job-related convictions, fingerprinting, polygraph screening, physical, and drug screen

Preferred

Possession of a certificate from an accredited program of study in Crime and Intelligence Analysis, such as Certified Crime Analyst (CCA), or similar is preferred
Professional experience with ESRI GIS products or similar is preferred
Possession of a certificate in NCIC/CJIS compliance, or similar intelligence analysis credentials, is preferred
