Enterprise Asset Manager
The Architect of the Capitol (AOC) is seeking an Enterprise Asset Manager to implement the Architect’s mission and goals while providing organizational facility and asset management. The selected individual will manage facility operations and the maintenance of physical assets throughout their lifecycle, focusing on the development and implementation of strategic asset management programs.

Responsibilities
Leads the overall Enterprise Asset Management (EAM) for the AOC with the new asset management IT systems; gathering requirements, feedback, testing, program timelines, progress reports and tracking
Establishes, creates and manages the Enterprise Asset Management technology roadmaps and associated system integrations, including a change management plan with standardized processes, schedules that call out system down time, timing, training and messaging for stakeholders
Develops, monitors and manages program plans for asset consolidation and delivery of assets from various sources; anticipates issues, identifies patterns and proactively develops solutions
Produces trend and other analytics to drive business values and services across the Enterprise
Proposes implementation and improvement of department policies, processes and procedures; Partnering with stakeholders, internal and other external partners
Develops/monitors KPI metrics for the program on an annual basis
Provides leadership a cost benefit and return on investment analysis related to the overall asset management and maintenance backlog for the AOC; prepares an initial business case costs, timescales, benefits, risks and targets; brief’s senior management, staff and officials at multiple levels within the Architect of the Capitol regarding facility related matters
Provides advisory services regarding the agency’s asset management programs, consolidated logistics, space planning and facility management
Serves as liaison and provides advice and guidance on complex asset management matters related to the Architect of the Capitol programs
Advises on the resolution of critical or unusual asset management problems for a broad range of facilities in situations affecting agency-wide operations
Formulates and recommends agency-wide policies and procedures such as those affecting facility asset acquisition, utilization, preservation and disposal
Plans, develops and implements policies and guidelines effecting critical agency programs. This includes, but not limited to, budget formulation, IT systems implementation and analysis in coordination with facility planning and programming and operational jurisdictions
Provides management and consulting services to AOC leadership on asset management requirements and internal business process improvements to maximize the effectiveness of agency mission and functions
Establishes and maintains effective communications and working relationships with executive leaders, including other agencies and executives of major corporations and distinguished members of the public
Ensures compliance with applicable AOC, ISO55001 and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas

You must meet the definition of specialized experience
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position
Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service
Specialized experience for this position includes: Comprehensive knowledge and experience managing assets in support of architecture, engineering and/or facilities management programs for a large organizations similar in scale and breadth
Coordinating the development and implementation of a strategic asset management program that focuses on Enterprise Asset Management Systems (EAMS) for an organization of similar size and scope
Applies appropriate analytical, evaluative and measurement techniques to improve performance and ensure compliance with program policies, procedures and operations
Ability to analytically develop asset management reports; brief those results to executive leadership; and provide recommended solutions with associated action plans
