Risk Supervisor (BR-022-26E)

Responsibilities
Oversee staff engaged in risk management and insurance functions, including training (e.g., risk management procedures, claims handling practices, insurance program requirements) and participating in personnel-related actions (e.g., hiring, performance evaluation, discipline, performance improvement) to ensure effective program delivery and compliance with applicable laws, regulations, and Districts policies
Review insurance and risk transfer documents (e.g., insurance policies, endorsements, contracts, leases, permits, and agreements) to ensure adequate coverage, appropriate allocation of risk, and compliance with insurance and contractual requirements
Direct the investigation, evaluation, and resolution of property and liability claims, including coordinating with third-party administrators and legal counsel, providing litigation support, and participating in settlement discussions to minimize financial exposure and ensure compliance with applicable laws and Districts policies
Manage tracking and analysis of claims, incident, and loss data using internal systems (e.g., Microsoft Office Suite, ERP software) and third-party administrator software to identify trends, assess risk exposure, anticipate emerging risks, evaluate subrogation potential, and recommend loss prevention strategies and operational improvements
Serve as the Districts’ primary point of contact with outside legal counsel, brokers, insurers, third-party administrators, and regulatory agencies on matters related to liability, claims, and insurance using effective communication strategies to ensure positive risk management outcomes
Plans, procures, and renews insurance coverage, including preparing applications, renewals, and supporting documentation to ensure continuity, adequacy of coverage, and alignment with organizational risk management objectives
Prepare analytical reports, presentations, and formal recommendations to support leadership (e.g., Board of Directors, General Manager, Department Heads) decision-making related to settlements, insurance renewals, program changes, implementation of risk management strategies, and development of Districts-wide risk management policies and procedures
Qualification
Required
A valid California Class C driver license
A bachelor's degree in risk management, public administration, business administration, or a closely related field and six (6) years of professional-level experience in risk management or insurance administration
A bachelor's degree in any discipline and eight (8) years of professional-level experience in risk management or insurance administration
Knowledge of supervisory principles and practices
Knowledge of advanced principles of risk management and insurance administration
Knowledge of public agency risk exposures and mitigation strategies
Knowledge of legal and regulatory requirements for insurance and claims handling
Knowledge of statistical methods and techniques of data analysis
Ability to supervise, plan, organize, assign, and review the work of others
Ability to plan and oversee comprehensive risk programs
Ability to enforce policy and procedural improvements
Ability to analyze complex data and claims, insurance needs, and risk exposures
Ability to communicate and present effectively to diverse audiences
Ability to prepare clear and concise reports
Ability to analyze insurance policy provisions to determine the existence and extent of liability
Ability to analyze data and trends
Ability to negotiate with claimants, insurers, and legal counsel to resolve claims in the Districts' best interest

HEALTH INSURANCE
MEDICAL: Districts paid. Employees may choose from several HMO and Indemnity plans. As of January 1, 2026, the Districts contribute $2,417.99 per month for medical insurance. Depending on the choice of health plan, the Districts contribution covers all or a large portion of the premium for family coverage.
DENTAL: Districts paid. Employees can choose from prepaid and indemnity dental plans. The Districts pay the full premium for employee and dependent coverage. The indemnity dental plan will has an annual in network maximum of $1,750, and an out of network maximum of $1,000.
VISION: Employee paid.
LIFE: The Districts pay for a term life policy. Employees can buy additional types and amounts of life insurance coverage at group rates.
VACATION: Employees receive 88 hours of paid vacation after one full year of service, increasing up to 128 hours per year after five years, 168 hours per year after 15 years and up to 208 hours after 25 years. Prior to one year of full service, employees are given partial vacation time on January 1, based on the time worked in the preceding year.
SICK LEAVE: Eight hours of full-pay sick leave per month.
PERSONAL LEAVE: Employees may use up to 24 hours per calendar year from current sick leave for personal reasons. Some bargaining units allow up to 40 hours per calendar year from current sick leave for personal reasons.
PAID PARENTAL LEAVE: Employees may use up to 80 hours of paid parental leave for each birth, foster placement and/or adoption (regardless of the number of children involved) as determined by the parental leave policy.
HOLIDAYS: 13 paid holidays and one-half paid holiday depending on the employee's work schedule.
TUITION REIMBURSEMENT: Employees may be eligible for tuition reimbursement for approved accredited course work.
STUDENT LOAN PAYMENT REIMBURSEMENT: For some bargaining units, the Districts will provide student loan payment reimbursements for principal or interest paid by the employee on a qualified education loan incurred by the employee for the education of the employee. The annual maximum reimbursement is $5,250 and the lifetime reimbursement limit is $21,000.
