HR Program Manager
Arvato is seeking an HR Program Manager responsible for designing and managing strategic initiatives to build a sustainable talent pipeline. The role involves overseeing internship and apprenticeship programs, collaborating with various educational institutions and organizations, and developing innovative programs to engage early-career talent.

Responsibilities
Lead the design, execution, and continuous improvement of internship and apprenticeship programs, ensuring compliance and quality outcomes
Develop program frameworks, training plans, evaluations, and strategies to convert participants into full-time roles
Build and sustain strategic partnerships with schools, colleges, and technical institutions to create talent pipelines
Represent the organization at career fairs, advisory boards, and workforce development committees
Collaborate with veteran transition programs, workforce boards, agencies, and nonprofits to expand outreach
Pursue grants, incentives, and funding opportunities that strengthen workforce and talent initiatives
Partner with Talent Acquisition to forecast needs, develop sourcing strategies, and monitor pipeline performance and ROI
Work with Learning & Development to design onboarding, training, mentorship, and career development pathways
Manage program operations including calendars, recruiting timelines, logistics, communications, and compliance documentation
Oversee budget planning and resource allocation for events, outreach, and program activities
Qualification
Required
Bachelor's degree in Human Resources, Business, Education, Workforce Development, Organizational Development, Public Administration, or a related field
Minimum of 5 years of experience in talent acquisition/campus recruitment and learning and development programs
Demonstrated experience managing internship, apprenticeship, or early-career programs
Experience working with educational institutions, workforce boards, or community organizations
Flexibility to travel to support hiring and program initiatives
Preferred
Experience in apprenticeship program design or work-based learning models
Knowledge of grant processes, economic development programs, or incentive funding
Experience working with veterans' transition programs or nontraditional talent pipelines
Strong project management and stakeholder engagement experience
