Responsibilities

Provide technical assistance, engineering support and construction engineering expertise for the Chief Engineer, the Deputy Chief Engineer, the Construction Engineering Services Branch, the Engineering Regions, Contractors, Consultants, and local agencies on all matters related to construction contract administration
Utilize a Colorado Professional Engineering license to provide support related to technical questions on Engineer in Responsible Charge, engineering design, and construction engineering
Lead task forces and committees to improve standards and specifications
Respond to requests from region personnel regarding CDOT standards and specifications
Review change orders from region personnel for consistency throughout the state and conformance with the CDOT Construction Manual
Perform all duties with safety consciousness and the goal of providing exceptional internal and external customer service
Create, develop, issue, and implement policies, procedures, and specifications, as well as revise, update and distribute procedural directives, and manuals
Ensure effective and efficient construction contract administration by the engineering regions, contractors, consultants and local agencies
Provide guidance and advice to the engineering regions and local agencies in all matters related to construction disputes and claims
Assist the Chief Engineer whenever a construction contract claim is appealed to the Region Transportation Director or Chief Engineer
Identify training needs of customers, such as the CDOT Regions, contractors, consultants, and local agencies and provide or facilitate training to meet those needs
Provide engineering expertise and develop and instruct training courses in areas such as Construction Project Administration, Managing Contract Time, Disputes and Claims, and CPM Scheduling for Construction
Ensure that policies, procedures, and specifications are clearly presented and uniformly applied during construction contract administration
Participate as member or champion of several administrative committees dealing with construction contract administration such as Project Delivery Advisory Committee (PDAC), Specification Committee, Culvert Committee and Pipe Selection Group, Transportation Engineering Training Program Committee, Materials Advisory Committee (MAC), Water Quality Advisory Committee, Resident Engineer Committee, Safety Advisory Committee and Colorado Contractors Association Roundtable
Guide, advise, facilitate, and make recommendations to the administrative committees by analyzing issues and formulating solutions
Review, investigate, and facilitate Quality Assurance activities to ensure that the Quality Control Plans developed and administered by the five CDOT Engineering Regions, Contractors, Consultants, and local agencies result in uniform, effective and efficient project development and contract administration of construction projects
Conduct annual visits with each Engineering Residency to provide engineering expertise, information, updates and gather customer feedback
Supervise one or more employees, including administering the performance program; delegating and monitoring work; providing coaching, mentoring, and training; addressing personnel issues and mediating conflicts and ensuring policies, procedures and directives are followed
Ensure CDOT’s compliance with the Federal Highway Administration (FHWA) Stewardship Agreement regarding the implementation of the Federal Aid Program
Ensure that the specific reviews, collection and reporting of data to FHWA are completed

Required

Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors
Two (2) years of professional work experience in engineering, one year of which must have been as a licensed professional engineer
Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks
A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position

Preferred

Demonstrated success with the duties described in the major job duties section
Years of State service experience related to the duties of this position
Highest work/personal ethics and integrity
Current working knowledge of transportation engineering best practices, regulations, and policies related to area of responsibility and to a broad range of engineering specialty areas
Extensive professional knowledge, oversight, and operational expertise in transportation-related construction
Extensive construction contract administration experience
Comprehensive knowledge of applicable Federal and State rules and statutes
Comprehensive knowledge of the CDOT Construction Manual, CDOT Field Materials Manual, CDOT Project Development Manual, CDOT Specifications, CDOT M&S Standards, and MUTCD
Knowledge and experience with CDOT (or comparable) dispute resolution and construction claims process
A history of progressively responsible project or program management experience, including the ability to successfully plan, organize, and manage multiple, concurrent projects or tasks of varying complexities
Dedication to CDOT's mission, goals, and overall objectives
