Project Manager/Lead

Responsibilities
Organize, direct, and manage all activities covered by the project (overall contract performance)
Provide scientific oversight for the project
Serve as the contractor’s authorized interface with the Contracting Officer (CO), Contracting Officer’s Representative (COR), government management personnel and customer agency representatives
Recruit, assign and oversee project personnel
Serves as a liaison among contractor’s corporate management, program managers and the clients program directors/managers
Maintains ultimate responsibility for the effective use of project resources and the successful execution of all tasks under the project
Authorized to negotiate and make binding decisions on behalf of the company
Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the client as they relate to this project
Qualification
Required
Doctor of Philosophy (PhD) in social science or economics
Expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and/or subcontracts of various types and complexity
Experience providing scientific or technical oversight for complex federal projects, ensuring quality, accuracy, and compliance with contract requirements
Demonstrated experience formulating and enforcing work standards, assigning contractor schedules, reviewing and resolving work discrepancies, supervising contractor personnel, and communicating client policies, objectives and project goals
Demonstrated professionalism, integrity, and accountability
Excellent written and verbal communication skills, including ability to communicate complex information clearly
Strong attention to detail and quality assurance
Ability to travel
Ability to manage multiple priorities in a federal contracting environment
Must provide three (3) management references that can attest to qualifications
Background investigation required
