Supervisory Financial Management Specialist
Air Force Civilian Service (AFCS) is seeking a Supervisory Financial Management Specialist to work at the 448 Supply Chain Management Wing at Tinker Air Force Base. The role involves exercising supervisory and managerial authorities, providing advice and accountability to higher management, and directing work activities through subordinate supervisors.

Responsibilities
Directs work activities through subordinate supervisors/leads with responsibility for providing advice, accountability, and expertise to higher management and/or senior leadership on a continuous basis
Exercises control over the organizational element by providing direction, planning, and leadership for assigned subordinate personnel
Researches, interprets, analyzes and applies all financial management laws and regulations as established by Congress, DoD, and Air Force
Coordinates plans and schedules with other organization managers and customers as appropriate
Represents the organization with a variety of installation and functional area organizations
Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality
Qualification
Required
U.S. Citizenship
Obtain & maintain Secret Security clearance
This may be a designated Drug Testing Position
Must be able to pass a pre-employment physical (if applicable)
Exercises 2nd level (or higher) technical and administrative supervisory personnel management responsibilities for 25% or more during duty time
Researches, interprets, analyzes and applies all financial management laws and regulations as established by Congress, DoD, and Air Force
Coordinates plans and schedules with other organization managers and customers as appropriate
Represents the organization with a variety of installation and functional area organizations
Continually assesses the quality of the programs managed to assure regulatory and technical integrity and identify improvements to enhance quality
Comprehensive knowledge of OMB, Congressional, and agency financial management and program objectives, budget precedents and controls guidelines and regulations
Knowledge of the commonly used agency budget, automated financial systems, and performance metric procedures, regulations, precedents, policies, and guides
Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to budgetary processes
Ability to conduct studies, analyze data, develop alternative options/strategies and make recommendations to resolve budget/manpower issues
Knowledge of personnel and personnel systems and functionality, its uses to support the financial management career program and other development opportunities within AFMC
Knowledge of EEO, safety and security regulations, practices, and procedures
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations
Ability to plan, organize, and direct the functions and staff of an organization
Must be able to obtain and maintain the appropriate security clearance
Work may occasionally require travel away from the normal duty station
May occasionally be required to work other than normal duty hours
