VICE COMMANDER, NAVSUP WEAPON SYSTEMS SUPPORT
NAVSUP Weapon Systems Support is part of the Department of the Navy, and they are seeking a Vice Commander to serve as the second in command and senior civilian manager. Responsibilities
You will serve as the Vice Commander and chief civilian advisor to the Commander, WSS and Commander, NAVSUP on all matters under the cognizance of the WSS, providing professional and technical direction and oversight
You will direct and oversee matters such as operational logistics, interpretation of higher-level Navy directives and major policy revisions needed to ensure effective implementation of innovative solutions to provide cost-effective fleet support
You will develop long range, intermediate and short-range plans, policies, procedures, programs and objectives for the WSS
You will coordinate WSS operations within and outside the Command and participate in the operational review of new information systems to develop new methods and procedures to resolve problems, improving effectiveness and efficiency of operations
You will adjust resources and priorities to meet changing needs of the DoD and are authorized to act for the Commander in all matters within existing broad policy guidelines
You will determine the need and develop plans for organizational strategies and operations throughout WSS which have considerable impact on the structures, functions, operational costs and key positions of the major organizations
You will coordinate and integrate work activities of several organizations or several different projects at any one time
You will assess the impact on WSS programs caused by new developments at the DON/DoD level in these programs which affect the DoD supply system, other government entities and the private sector
You will analyze performance data and operating reports against WSS program objectives and determine adequacy of current policies, standards, and techniques and identify deficient areas requiring improvement and develop command level solutions
You will implement operational changes involving policy matters affecting all areas of the WSS while also analyzing significant operational problems and developing command level solutions, involving major operational changes
You will have contact with Flag Officers, Senior Executive Service personnel, and other executive level personnel within other agencies of the Department of War (DoW), private industry, and local, state, and federal government officials

New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment
You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
May be required to successfully complete a 1-year SES probationary period
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
Successful completion of a pre-employment drug test (including marijuana) is required
This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes

Demonstrated competence in the ability to lead and manage a large, complex logistics organization in the wholesale and retail support strategies for supply chains in support of worldwide operations
Experience working with industry and organic service providers to deliver complex, critical systems and material support to the warfighter
Knowledge of the Working Capital fund including requirements planning, budgeting, and execution
