CDOC - Human Resources Specialist III (Employment Services Unit)

Responsibilities
Meet with hiring managers and Subject Matter Experts (SMEs) to develop job analysis and comprehensive selection devices to include comparative analysis assessments based on required competencies (knowledge, skills, abilities and other characteristics)
Compose job announcements, identify needs for recruiting top talent, and post job announcements
Utilize the job evaluation system to classify positions and create/recommend new positions
Review qualifications and determine acceptance of applicant pool
Provide notifications and respond to inquiries regarding the selections process
Collaborate with facility staff for administration of assessment and comparative analysis, ensuring that the agency needs are met, provides analysis of staffing patterns, and makes notifications of results
Prepare and conduct SME briefings in order to ensure standardized rating/processes are maintained and processes are legally defensible
Advise appointing authorities on organization structure and resulting classifications, taking into consideration qualifications, knowledge, skills, and abilities
Track and provide analysis of procedures to ensure top talent is recruited and candidates/applicants are appropriately informed
Develop and maintain partnerships with internal and external agencies in recruitment efforts and identification of best practices
Utilize and provide recommendations in social media outlets, to recruit and retain top talent
Other duties as assigned
Qualification
Required
Six (6) years of Human Resources experience performing Human Resource functions which includes but not limited to salary review and recommendations, recruiting, developing job announcements/ analysis, selections, or job evaluation
A combination (that equals 6 years) of higher education from an accredited college and experience in Human Resources or relevant experience in an occupation related to the work assigned
Must be 21 years of age
Possess a valid driver's license
Possess a high school diploma or GED
Have NO felony convictions
Applicants must be legally eligible to work in the United States to be appointed to this position
Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training
Possess the physical ability to successfully complete Defensive Tactics
Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment
Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security
Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury
Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
Work in situations involving assaultive behavior, physical control of another person and/or restraint situations
Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner
Communicate by talking, listening and/or signaling people to convey or exchange information, assignments
Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings
Willing and able to travel
Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule
TB (tuberculosis) screening is required of all new employees upon hire
Successful completion of a background investigation is required
Preferred
SPCP Certified in Job Evaluations, Selections, and Personal Services
Experience with salary calculations and recommendations
Experience with Employment Services
Professional experience in employment selections, recruitment, and developing job announcements
Experience in gathering, researching and reporting statistical data, specifically in a human resources environment
Strong working knowledge of governmental hiring processes
Experience working in NEOGOV
Experience developing job evaluations and job analysis
Experience developing comparative analysis, exam/interview questions, and scoring criteria
Any HR related certifications such as SHRM-CP/PHR
Experience giving presentations or training
