Education Bureau Chief(Hybrid)

Connecticut Department of Administrative Services is seeking an Education Bureau Chief for the Bureau of Rehabilitation Services. The role involves assisting the State Vocational Rehabilitation Director in the administration of the Vocational Rehabilitation program, ensuring compliance with regulations, and supervising experienced staff while leading various initiatives.

Responsibilities

Directs Education programs and staff activities and manages all related functions
Develops comprehensive long and short-term goals and objectives which support educational initiatives and agency mission
Participates and makes recommendations in review and formulation of agency policy, program priorities, funding, legislation and regulation
Develops or assists in the development of educational programs in area of specialty
Provides consultant services for these programs and services
Interprets and administers pertinent laws within assigned bureau
Controls fiscal operations within bureau by determining priority of expenditures of financial and related resources
Evaluates and assesses staff performance
Responds to inquiries from the public, Governor’s office, and federal, state and local educators concerning education initiatives and programs
Maintains statewide responsibility for all bureau programs and activities and represents agency and state in related activities as required
Leads the recruitment and hiring of staff, including outreach, interview and selection
Performs related duties as required

Required

An earned advanced degree and ten (10) years of experience in the field of education or in a related area
Three (3) years of the General Experience must have been at the full advanced working level in the oversight of the development or administration of an educational bureau, system, operation, school or service
A 092 certificate (Intermediate Administrator), or 093 certificate (Superintendent), or Sixth Year Diploma in Educational Leadership, or an Ed.D. (Doctorate in Educational Leadership) may be substituted for one (1) additional year of the General Experience
An advanced degree and three (3) years of managerial experience in the oversight of the development or administration of an educational bureau, system, operation, school or service may be substituted for the General and Special Experience

Preferred

Experience in the implementation of the Workforce Innovation and Opportunity Act
Experience in the implementation of policies and procedures within a state Vocational Rehabilitation program
Experience in collaborating with state-level agencies that serve individuals with Intellectual and Developmental Disabilities (IDD)
Experience in the direct provision of Vocational Rehabilitation services to individuals with disabilities
Experience in Vocational Rehabilitation program evaluation, monitoring and technical assistance
Experience with services provided by Community Rehabilitation Provider programs
Experience in the labor management process
