Budget Analyst

The State of Arizona is responsible for overseeing the Arizona Lottery, a government enterprise aimed at generating revenue for various public sectors. The Budget Analyst will manage the Lottery's budget, ensuring alignment with agency goals, and will be involved in planning, forecasting, and reporting.

Responsibilities

Provide oversight and administration of all agency budgetary functions, including monitoring appropriations status, revenues, and expenditures
Prepare, analyze, and deliver monthly budget and revenue reports to ensure fiscal accountability and compliance
Support contract planning, administration, and processing, including coordination with program and procurement staff
Develops, analyzes, and manages budgets including preparation of annual and new-program budget requests; monitors obligations, fund transfers, and agency financial activity; oversees continuous improvement of inflows and outflows; performs regular review and approval of financial transactions, electronic funds transfer batches, retailer adjustments, and non-sufficient funds reports; and administers debt collection and reporting with the Attorney General's Office (AGO) and General Accounting Office (GAO)
Plans, manages, and submits required deliverables for the annual State Budget process, including preparation of budget issues and strategic planning proposals for OSPB submission, presentation, and approval; serves as a primary point of contact; responds to OSPB and JLBC inquiries; and prepares and submits agency requests for Capital Improvement and Building Renewal programs
Support and provide input for the annual financial statements audit; prepare the Management Discussion & Analysis (MD&A) for the audit and Lottery's annual report
Monitor the status of the annual State Budget process and legislation introduced during the legislative session for impacts to Lottery budget, beneficiary transfers and overall financial impact

Required

Principles and practices of budgeting procedures and techniques

Intermediate skill in Microsoft Word, Excel, and Access
Research, analysis, and organization of data
Work independently as well as a collaborative environment
Understand complex budget structures
Interpret Arizona Revised Statutes, state policies and procedures, federal rules, and regulations
Valid Arizona Driver's License

Preferred

A Bachelor's Degree in Supply Chain, Business Management, Finance or equivalent years plus direct experience
