The Commonwealth of Pennsylvania is looking for a Program Analyst 2 to join PennDOT's Strategic Development and Implementation Office. In this role, you will analyze and assess management programs, collaborate with department leadership, and enhance productivity through program analysis, research, and operational planning.

Responsibilities

Analyze and assess the management programs across the Central Office, district engineering offices, and county maintenance organizations
Collaborate closely with department leadership, including district executives, bureau directors, and personnel within the Program Analysis, Metrics, and Business Services Section (PAMBSS) to enhance productivity and propose modifications to procedures, structures, processes, and management practices
Manage the technical aspects of PennDOT’s program areas and optimize functionality of the Commonwealth’s data sources
Aid in the development and execution of effective maintenance management practices
Conduct program analysis, research, forecasting, evaluation, and planning for operational enhancements
Participate in the planning and execution of initiatives and oversee communications with stakeholders across the department
Prepare and track reports that fulfill Federal Highway Administration (FHWA) or other organizational performance metric requirements
Create reports, tables, charts, and graphs to convey complex analyses, plans, and recommendations aimed at improving agency operations
Develop analyses and presentations related to innovative, collaborative, and improvement program outcomes and progress towards the agency's goals and objectives

Required

One year as a Program Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
Two years of analytical experience, one of which includes professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
