Responsibilities

Conducts market research, spend analysis forecasting, and return on investment projections in order to develop cooperative contract portfolio recommendations for RFxPremier’s consideration
Organizes multi-entity and multi-disciplinary sourcing teams and facilitates sourcing team activities through the solicitation, award process, and contract administration
Assists, supports, and coaches designated lead entity contract administrators in leading cooperative solicitation processes and administering the resulting Master Agreements based on current RFxPremier processes
Facilitates frequent sourcing team conference calls and face-to-face meetings
Reviews and assists drafting RFPs prior to release to ensure consistency with RFxPremier guidelines. Coordinates legal review of RFPs prior to release. Coordinates the messaging to procurement leaders on the release of the RFP. Develops the annual budget for each sourcing team
Builds and manages relationships with purchasing staff, lead contract administrators, sourcing team members, contract users, and suppliers
Facilitates potential lead entities in developing, analyzing, and planning new cooperative contracting opportunities to share success and lessons learned
Identifies innovative and new cooperative portfolios
Responds to inquiries from lead entity contract administrators, contract users, existing and potential suppliers on becoming a supplier for RFxPremier
Works with entities to review existing contracts for potential adoption by PPA, and works with the entity, legal, and the supplier to make any necessary amendments
Coaches Sourcing Teams to identify opportunities for greater contract usage and market penetration through cooperative procurement contract data analysis
Explores innovative uses of technology and contract sourcing teams to improve contract management
Coordinates and tracks cooperative contracting activities within RFxPremier and monitors competing cooperatives
Conducts education, outreach, and customer service activities of RFxPremier, promoting the cooperative and the cooperative’s contracts
Develops and executes plans to promote RFxPremier activities and contracts that have been assigned under the general direction of leadership
Coordinates with other PPA team members on a variety of different assignments that involve education and outreach including participating in, planning, developing, and moderating webinars and other outreach to achieve PPA goals and objectives
Frequently travels to facilitate sourcing team meetings, coach the lead entity contract administrator, facilitate contract supplier kickoff and review meetings, and to represent PPA at various state and local events
Provides regular updates to the PPA Cooperative Contract team website and tracks usage
Establishes and enhances relationships with entity chief procurement officers and local procurement staff
Provides education and consultation regarding the value proposition of participating in the cooperative and utilizing RFxPremier Master Agreements
Establishes relationships with local government, higher education, K-12 schools and other eligible users and promotes the role and value of central state procurement officers who leverage the purchasing power of RFxPremier contracts
Supports strategic relationships with contractors, ensuring effective marketing communication and coordination and an in-depth understanding of effective marketing initiatives
Promotes and represents PPA/RFxPremier at conferences, conventions, and other meetings
Supports key metrics vital to assessing and messaging performance

Required

At least 5 years experience conducting all facets of complex public procurements, as well as contract administration for a wide variety of goods and services
Incredibly organized and able to work effectively both independently and in a group setting
Excellent interpersonal, public speaking, and written communication skills
Excellent public relations skills and abilities
Proficient computer skills including Word, Excel, PowerPoint and other web-based applications

Preferred

Relevant current certifications such as CPPB, CPPO, CPM, CPSM, etc
