Learning & Development Specialist 2
The Oregon Department of Human Services is seeking a Learning & Development Specialist 2 to create impactful learning experiences for procurement professionals across Oregon state government. Responsibilities
Design and deliver engaging curriculum for procurement professionals across Oregon

Develop courses and materials using modern instructional strategies and multiple formats (virtual, in-person, blended)
Evaluate program impact and continuously improve training effectiveness
Administer certification exams and support learners in achieving professional credentials
Qualification
Required
Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment
OR
Five years of work experience designing, planning, and implementing organizational development strategies
A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above
Preferred
Experience applying inclusive practices in training design and delivery, with examples of improving accessibility and learning outcomes
Proven ability to design and deliver training programs for large, diverse audiences across multiple locations, including virtual and blended formats
Demonstrated skill in creating learning objectives, developing curriculum, and adapting instructional methods for different learning styles and delivery modes
Experience managing training projects from planning through evaluation, including needs assessment, gap analysis, and use of tools such as Excel, survey platforms, or learning management systems
Knowledge of procurement processes or willingness to learn
Familiarity with adult learning principles, organizational development trends, and eLearning platforms
Strong written and verbal communication skills, including public speaking, group facilitation, and conflict resolution
