Human Resources Specialist IV - Recruitment Specialist

Responsibilities
Develops, plans, and implements recruiting plan and activities to enhance the District's ability to attract and retain a diverse, high-performing workforce, with a focus on recruiting qualified candidates for teaching and support roles that reflect NPSD student demographics, critical shortage areas, and high-needs schools
Researches and stays abreast of recruitment and sourcing trends within education and offers innovative solutions to attract high-quality and diverse candidates to permanent and temporary school-based positions. Participates in onsite and virtual recruitment and interviewing events in Maryland and throughout the United States
Develops and maintains strategic recruitment pipelines and cultivates relationships with external partners and stakeholders, including, but not limited to, colleges, trade schools, and other community organizations and programs, as appropriate to recruitment goals. Also, develops and maintains a network of contacts to help identify and source qualified candidates
Develops recruitment programs, brochures, videos, displays, and other related material. Posts recruitment information and position advertisements in various media
Strategically coordinates and participates in representing NPSD at external recruitment events and job fairs both virtual and in-person as a subject matter expert on district opportunities, culture, and hiring practices. Identifies which events to attend based on hiring needs, candidate pipelines, and district priorities. Events may occur weekly during peak seasons and may require national travel
Coordinates and hosts large-scale recruitment events as well as smaller, targeted recruitment events for schools and departments
Maintains and analyzes recruitment and retention data to develop a comprehensive recruitment plan in the applicant tracking system and the records database. Tracks, analyzes, and reports key recruitment metrics (e.g., applicant flow, time-to-fill, conversion rates, advertising impact) to support continuous improvement. Reports key metrics that measure and predict staffing activity, and evaluates the success of recruitment campaigns, determining the most effective methods for sourcing and recruiting applicants
Serves as the main recruitment support person for schools and departments. Implements specific strategies to meet the needs of each school and department
Responds to inquiries from applicants, hiring managers, and internal stakeholders, providing accurate information about job openings, hiring processes, licensing/credential information, and district procedures
Compiles, documents, and prepares responses to employee grievances
Assists in the formulation, determination, and implementation of management policies in the administration of employee relations
Assists in reviewing and documenting changes to employee job descriptions or reclassifications. Also, prepares, tracks, and records new hires and position changes for the Board agenda
Assists in classification reviews and determining the appropriate compensation grades for new or updated positions
Ensures a positive candidate experience by communicating promptly, setting clear expectations, and maintaining consistent engagement throughout the hiring process
Collaborates with the Director of Human Resources to understand staffing needs, develop candidate profiles, and implement recruitment plans to attract qualified, diverse applicants. Source candidates using tools such as LinkedIn Recruiter, Indeed, and Handshake with an emphasis on inclusive-minded outreach
Reviews job requisitions for accuracy, classification alignment, and compliance with district hiring standards
Leads prescreening efforts, including application review, credential and licensure verification, and phone/virtual screenings
Supports interview and selection processes by participating in panels when needed and advising on assessment tools, interview protocols, and equitable hiring practices
Determines and communicates hiring approvals and recommended pay rates, ensuring alignment with district compensation guidelines and internal equity
Prepares and sends job offer letters to selected candidates, ensuring accuracy and consistency with hiring decisions and approvals
Maintains up-to-date knowledge on recruitment tools and templates
Evaluates the effective use of applicant tracking systems by identifying areas for optimization, troubleshooting user issues, and maintaining accurate workflow documentation
Compiles and interprets statistical data to understand and improve the effectiveness of recruitment processes and procedures. Analyzes and evaluates existing recruitment goals and strategies and develops new approaches to fill permanent and temporary school-based positions
Utilizes technology, including but not limited to Frontline Recruiting and Hiring, HRIS (PowerSchool eFinance), and other web-based programs to support the recruitment processes. Utilizes social media accounts to increase public engagement and enhance recruitment strategies
Conducts pre-employment background checks, including, but not limited to, employment verifications, reference checks, and criminal background checks. Tactfully communicates with applicants concerning NPSD decisions not to clear or hire the candidate
Communicates with potential candidates and new employees about employment terms, in accordance with applicable negotiated agreement provisions, as needed. Assists all new hires with navigating and completing the onboarding process (salary, benefits, etc.)
Supports the day to day HR services as needed
Perform other duties and responsibilities as assigned by the supervisors
Qualification
Required
Bachelor's degree in Human Resources, Business Administration, Communications, Marketing, Advertising, or a related field
Possess a valid PA Driver's License
Valid ID to travel, including Real ID or passport
HRIS, preferably in Frontline, eFinance, and Boarddoc
Media and community relations, including identifying and capturing a target audience
Google and all associated functions: email, calendar, docs, sheets, slides, etc
Human resources practices, preferably in a school district setting
Basic statistics
Basic principles and terminology of employment selection, position classification, and salary administration
Pennsylvania Department of Education certification information and processes
Recordkeeping and record retention practices
Equal employment recruitment procedures
HRIS software operation; Recruiting software; advanced computer and computer application skills; Must have software proficiency with the application that the District uses, specifically knowledge of Google and all associated functions: email, calendar, docs, sheets, slides, etc
Excellent oral and written communication skills in English

Preferred
Three (3) or more years of experience independently managing high volume, full-cycle recruitment, including a minimum of two years recruiting within a K12 school district, preferred
Human Resources experience in a public school district or government organization, preferred
Working experience in a unionized environment, preferred
