Responsibilities
Advising Contra Costa Health’s Director, Deputy Directors, and executive leadership on financial strategy, fiscal policy, and long-term financial planning
Leading, supervising, and evaluating a team of Deputy Chief Financial Officers across various finance functions
Representing the department in financial matters involving the County Administrator’s Office, Auditor-Controller, Risk Management, and external stakeholders
Planning, organizing, and directing all financial operations, including budgeting, forecasting, financial reporting, grants management, and capital planning
Monitoring and analyzing financial performance metrics to ensure alignment with department goals, policies, and regulatory requirements
Ensuring compliance with applicable local, state, and federal financial laws and regulations, including those from the State Controller’s Office, CMS, Medi-Cal, Medicare, and other relevant agencies
Qualification
Required
Possession of a valid California Motor Vehicle Operator's License. Out of state valid motor vehicle operator's license will be accepted during the application process
Possession of a master's degree from an accredited college or university with a major in Business, Finance, Accounting, Public Administration or a closely related field
Ten (10) years of full-time (or the equivalent of full-time) financial management experience in a health care environment, at least five (5) years of which must have been in an executive-level position within a large diverse program or public agency providing healthcare to the public
Possession and maintenance of a valid Certified Public Accountant (CPA) issued by the State of California OR a Certified Health Financial Professional (CHFP) issued by the Healthcare Financial Management Association (HFMA); a Certified Government Financial Manager (CGFM) issued by the Association of Government Accountants; OR a Certified Public Finance Officer (CPFO) issued by the Government Finance Officers Association
