Fiscal Analyst / Management Analyst 4
The State of Minnesota is committed to improving the well-being of its residents and is seeking a Fiscal Analyst / Management Analyst 4 to manage and implement fiscal processes within the Department of Children, Youth, and Families. This role involves providing financial expertise, managing budgets, and ensuring compliance with legislative mandates while supporting agency leadership and operations.
Government Administration
Responsibilities
Manage DCYF administrative fiscal operations to ensure timely, stable, and appropriate uses of DCYF operating budgets
Provide financial expertise and support to the Budget Administration & Operations Manager and DCYF Leadership, acting as the budget point of contact for all the agencywide support divisions
Provide project and process leadership, guidance, coordination and technical or functional expertise on projects and initiatives so that requirements are met, and improvements are made with minimal disruptions to operations, county organizations, and the public
Perform other duties as assigned
Qualification
Required
Three (3) years of experience in fiscal budgeting providing guidance and expertise to internal and external stakeholders
Fiscal management including fiscal and budgetary analysis, budget management, budget forecasting, auditing, regulation research and interpretation, reporting, statistical and data analysis, and cost/benefit analysis
Experience providing excellent customer service
Experience managing projects and writing and documenting processes
Experience with government, social services or human services budgeting and accounting
Experience using software applications (i.e. Excel Spreadsheets) related to government or social services budgeting and accounting
Preferred
A degree in public finance, accounting, business administration and management or a related field
Experience with problem solving and human relations skills to develop and present operational budgets, spending plans and fiscal policy directions
Experience working with non-profits, counties and tribal nations
Variety of experiences working effectively with others from different backgrounds and cultures
