Environmental Compliance Specialist

City of Manhattan, Kansas is seeking an Environmental Compliance Specialist to assist in the administration and enforcement of the City’s environmental programs. The role involves monitoring water and wastewater quality, ensuring compliance with environmental regulations, and providing technical assistance to various departments and contractors.

Responsibilities

Assists in compliance with environmental regulations and conducts water and wastewater quality monitoring activities
Manages all aspects of assigned environmental compliance programs to ensure compliance with Federal, State, and Local regulations
Participates in monitoring programs for all aspects of the Safe Drinking Water Act and the Clean Water Act, including collection of drinking water, groundwater, wastewater, biosolids, and soil samples following accepted standard operating procedures and arranges for necessary analyses
Assists in the development and submittal of the required annual and semi-annual reports to the regulatory agencies
Provides environmental technical assistance to contractors on the City's construction projects
Reviews, interprets, and evaluates laboratory data and maintains records of monitoring data results
Maintains and updates data management systems, including electronic and hard copy data. Files and organizes records properly, maintains and manages computer database programs to help track environmental compliance data, monitoring activities, and laboratory reports
Participates in compliance and regulatory reviews; evaluates requirements for environmental regulations
Understands and interprets Federal, State, and Local environmental regulations and evaluates their potential impacts on City operations and short-term and long-term plans
Follows established safety policies for the benefit of self, co-workers, and the general public
Collects monthly drinking water samples for bacteriological analysis, quarterly samples for fluoride analysis, annual samples for nitrate and trihalomethanes analysis, and other required compliance drinking water samples for submission to the appropriate environmental laboratories, such as the Kansas Health and Environmental Laboratories (KHEL)
Collects water samples from the public water supply wells in the wellfield in accordance with the Wellfield Water Quality Monitoring Program (WWQMP)
Collects weekly drinking water samples from the Water Storage Tanks throughout the Water Distribution System in accordance with the Chloramines Disinfection Monitoring Program (CDMP)
Responds to customers' inquiries and complaints regarding the quality of their drinking water and arrange for water sampling and testing when needed
Coordinates activities with federal, state, and local agencies, contractors, and consultants concerning regulatory issues
Participates in the preparation of the annual drinking Water Quality Reports, also known as the Consumer Confidence Reports (CCRs)
Participates in laboratory functions and complies with KDHE certification requirements of the City Hall Environmental Field Laboratory
Reviews and evaluates the received Non-Residential Wastewater Discharge Surveys
Participates in the department’s public education and public relations activities
Provides guidance and training as needed to new Environmental Compliance staff
Attends the required meetings and training
Cross trains with the other Environmental Compliance Division staff of the Public Utilities Department
Performs other duties as assigned by the Environmental Compliance Manager and the Director of Public Utilities
Performs other duties as assigned

Qualification

Required

At least two (2) years of college level and/or technical school education; or equivalent combination of education and experience providing required knowledge, skills, and ability
Valid driver's license
Certification as Water/Wastewater Treatment Facility Operator, Class I or higher, issued by the Kansas Department of Health and Environment, or the ability to obtain within eighteen (18) months of hire

Preferred

Bachelor's Degree from an accredited college or university with major coursework in Environmental Engineering, Environmental Science, Agronomy, Chemistry, Natural Resources, Physical or Biological Science or related field
More than two (2) years of progressively responsible environmental compliance experience in the water and wastewater field with a municipal or industrial entity or with a regulatory agency
Certification as Water/Wastewater Treatment Facility Operator, Class II or higher, issued by the Kansas Department of Health and Environment (KDHE), or the ability to obtain within eighteen (18) months of hire
Cross Connection and Backflow Prevention Device Testing Certification
