Procurement Specialist 1
The Commonwealth of Pennsylvania is seeking a Procurement Specialist 1 to join the Department of Labor & Industry Bureau of Administrative Services. This role involves the procurement of goods, supplies, equipment, and services, as well as analyzing and developing bid specifications and negotiating contracts.

Analyze and develop bid specifications
Research
Strategic sourcing
Negotiate and administer agency service contracts
Implement corrective action for contract non-compliance
Review and analyze program needs
Provide guidance to central and field office programs on procurement contracting activities
Recommend procedures and provide administrative guidance and technical assistance to establish the best strategy to meet program initiatives and goals
Coordinate and lead selection committee meetings
Analyze proposals submitted by consultants for technical compliance
Analyze contracts for compliance of negotiated terms
Enforce procurement policies and recommend corrective actions against non-compliant vendors in conjunction with legal and program staff
Qualification
Required
One year of experience performing technical purchasing or contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
