Responsibilities

Oversees the development of funding agreements to implement the districts seaports, freight, and rail crossing/signals projects
Develops and implements processes for establishing and prioritizing capital and operation funding needs among the district’s seaports, and railroads
Manages, formulates, and monitors the District Three Five Year Work Program for the district’s seaports, freight, and rail crossing/signal projects
Serve as or directs staff or consultants to serve as liaison and technical advisor for seaports, and railroads located within the District and the Public on matters relating to these modal activities
Meets regularly with each port and rail line to review and develop the list of new projects and required changes to existing projects for Federal Rail Administration funding approval and inclusion into the Department’s Preliminary Tentative Work Program
Develop and executes Public Transportation Agreements and Railroad Reimbursement Agreements, time extensions, and supplemental agreements relating to projects and programs for freight, seaport, and rail
Oversees, performs, or assigns project inspections as required to verify project construction, change orders or cost relating to the project invoicing for modal projects including annual project inspections
Oversees all project files to withstand an unscheduled and stand-alone audit
Input project information and documents into the Seaport Grant Management System (SEACIP) as required
Coordinates Departmental railroad construction plans, schedules, and property transactions affecting railroad crossings
Reviews highway improvement plans where railroads are involved, which includes design criteria and plans and coordinating with engineering officials to ensure compliance with state and federal policies and procedures
Coordinates with local governments, railroad companies, transportation authorities, and state and federal transportation agencies for the purpose of identifying, scheduling, and accomplishing railroad and railroad-related projects identified in the Five-ear Work program
Evaluates railroad program proposals or funding needs, while providing regular input and recommendations on candidate projects, and descriptions to the District Modal Development Manager
Participates in conferences, organizing inter-agency meetings, project reviews, and pre-construction meetings, task groups, and teleconferences
Participates in field surveys relating to the Department’s Annual Diagnostic Review and evaluate the results to aid in determining critical crossing projects for priority programming
Provides support for Aviation and Transit including but not limited to coordination, documentation, and communication of related activities
Performs other duties as assigned

Required

Candidates must be United States (U.S.) citizens, or lawfully authorized alien workers, and must possess permanent work authorization for any U.S. employer
Seven years' experience in the field of transportation, engineering, planning or business
A bachelor's degree from an accredited college or university can substitute on a year for year basis for the required related experience
Knowledge of Strategic Intermodal System (SIS)
Knowledge of Signal Safety Diagnostics for rail crossings
Knowledge of the Department of Transportation (DOT) Work Program
Knowledge of executing and managing contracts
Skilled in verbal and written communication
Skilled in the use of computers and software
Skilled in providing customer service with both internal and external partners
Ability to plan, organize, prioritize, coordinate, and track multiple assignments
Ability to learn new techniques and processes
Ability to read, understand, and comment on Roadway Plans
Ability to work with local, state, and federal regulatory agencies
