Program Manager-Compliance SitE Monitoring / Desk Review
The City of New York's Department of Youth and Community Development (DYCD) is seeking a Compliance Program Manager to ensure that contracted organizations meet their obligations. This role involves conducting site visits, performing desk reviews, and providing guidance to organizations, while also playing a key role in policy development and staff training.

Responsibilities
Ensuring that contracted organizations meet all administrative, programmatic, fiscal, and contractual obligations established by DYCD and City procurement regulations
Conducting site visits scheduled and unannounced and performing desk reviews to assess compliance and monitor performance
Providing direct guidance to organizations in need of support
Preparing thorough reports that provide essential information based on the provider's contractual obligations
Reviewing and interpreting complex contractual documents and understanding City procurement rules
Collaborating with the Contract development Team and Mayor’s Office of Contract Services (MOCS)
Staying informed about policy and regulatory updates and ensuring all reports are accurately entered in DYCD’s designated reporting systems
Defending findings before oversight entities, including the Department of Investigation (DOI), when necessary
Participating in Contract processing as part of staff development to ensure full knowledge of Discretionary contract and grant processes
Participating in RFP proposal reviews as necessary by the agency
Qualification
Required
A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least one year of experience as described in '1' above
Preferred
Strong understanding of City procurement rules, contracting requirements, and compliance practices
Ability to interpret complex contract documents and apply regulatory standards
Excellent communication skills, including the ability to produce clear written reports and deliver training
Comfortable performing site visits, including outdoors and in various community environments
Detail-oriented with strong organizational, analytical, and investigative skills
Experience using DYCD reporting systems or the ability to learn them quickly
Ability to work independently, manage multiple deadlines, exercise sound judgment, and enter data
