Senior LevelBrooksource is seeking a Senior Business Analyst to act as a key delivery partner to the Product Owner and development teams. This role involves translating business and policy needs into prioritized backlog items and user stories, ensuring clarity and testability for Agile development.

Responsibilities
Build, refine, and maintain the product backlog
Decompose high-level initiatives into well-structured user stories with clear acceptance criteria
Lead or facilitate backlog refinement sessions, ensuring stories are ready for sprint planning
Support sprint planning by clarifying requirements, assumptions, and dependencies
Collaborate with QA and development teams to ensure acceptance criteria are testable and complete
Support sprint reviews and demos by validating delivered functionality against intended outcomes
Elicit, analyze, and document business and policy requirements related to work requirement verification
Translate legislation, program policy, and operational guidance into clear business rules and decision logic
Define and maintain decision tables, rule matrices, and verification scenarios
Ensure business rules are clearly understood and consistently implemented by development teams
Validate that verification workflows support automated, partial, and manual review paths
Define requirements for external data source integrations, including data elements and expected outcomes
Partner with data governance and legal stakeholders to support data-sharing agreements
Ensure requirements align with security, privacy, and compliance expectations
Support traceability from policy → rule → user story → implementation
Qualification
Required
Strong experience working on Agile delivery teams (Scrum or similar)
Proven ability to create and manage product backlogs in collaboration with a Product Owner
Experience writing user stories with clear acceptance criteria
Experience facilitating refinement sessions and requirements workshops
Comfortable working in iterative, incremental delivery environments
Strong experience as a Business Analyst on complex, policy-driven systems
Demonstrated ability to translate policy or regulatory requirements into functional requirements
Experience defining business rules, workflows, and decision logic
Ability to produce clear documentation for both technical and non-technical audiences
Preferred
Experience supporting government, healthcare, or human services programs
Familiarity with eligibility determination or verification processes
Experience working on API-driven or integration-heavy platforms
Exposure to data governance, compliance, or audit-driven initiatives
Experience working with Azure DevOps Boards, Jira, or similar tools
Experience supporting systems or initiatives aligned with federal guidelines or compliance-driven programs, such as HR1 (Work Requirements), CMS, or similar policy-driven efforts
