Emergency Management Coordinator - Sheriff's Office

NEOGOV is seeking an Emergency Management Coordinator for the Adams County Sheriff's Office. This role involves planning, organizing, and coordinating emergency management operations to ensure community safety by collaborating with various agencies and stakeholders.

Responsibilities

Develops relationships with public safety agencies, county government, and other entities to facilitate plan development, response effort coordination, and exchange ideas to ensure the county is prepared to handle emergencies and disasters
Develops and defines parameters of projects and programs from general emergency management concepts
Conducts and participates in multi-agency incidents and disasters in the county, in Colorado’s North Central Homeland Security Region and in other areas in the State of Colorado
Organizes, coordinates, and collaborates with groups of agency representatives in the development and implementation of projects
Represents the county and the OEM as a member of emergency management related organizations and at various governmental and professional meetings
Compiles and maintains records and provides reports to local, state, federal agencies
Participates in local, regional, and state emergency management training, workshops, and conferences
Evaluates emergency/crisis incidents, coordinates agency operations and county responses, and follows up with incident after action reports and correction action plans
Reviews emergency plans of individual organizations in order to ensure their adequacy and so that they tie in with the county and other local emergency response plans
Assists in the preparation of OEM’s annual budget
Assists in the development of policies and procedures related to the procurement of goods and services for OEM and for the county through the EOC during an emergency or disaster
Researches and prepares applications for grants to provide funding for OEM projects
Serves as coordinator for community preparedness programs
Serves as coordinator for OEM exercise and training programs
Coordinates the county’s Local Emergency Planning Committee (LEPC) as required by state and federal statute and provide outreach, information, and reporting reminders to county Tier II facilities
Serves as 24/7, on-call, OEM Duty Officer on a rotating basis
Serves as Adams County Representative to the Mile High Regional Emergency Medical Trauma Advisory Council
Performs other related duties and responsibilities, as required

Required

Knowledge of local, state, and federal policy, regulations, guidelines, requirements and laws relevant to assigned duties
Knowledge of project and process management
Knowledge with emergency support functions as defined in the Adams County Emergency Operations and Recovery Plan (EORP), supporting Annexes, and other local and state plans
Knowledge to effectively use personal computers and Microsoft Office software
Knowledge of assorted emergency management related computer software applications such as WebEOC, EM Systems, Code Red, etc
Ability to communicate clearly and concisely in English, both orally and in writing
Ability to identify, analyze, and address problems in a timely and effective manner
Ability to establish, to maintain, and to foster positive and harmonious working relationships with co-workers and others contacted in the course of work
Ability to present training and outreach presentations to large and diverse groups
At least three (3) years of experience in emergency management or closely related field required
At least two (2) years of experience at a city, county, or state office of emergency management, either during an internship or paid position, is required
Bachelor's degree from an accredited college or university in Emergency Management, Business Administration, Public Administration, or related field
Possession of, or ability to obtain, a valid Colorado driver's license within two (2) weeks of the hire date
Successful completion of the FEMA Professional Development Series when hired and successful completion of the FEMA Advanced Professional Development Series within two (2) year of hire date
Successful completion of all courses required under FEMA's Emergency Management Performance Grant program within one (1) year of hire date
Successful completion of the Colorado Emergency Management Academy within two (2) years of hire date (if available)
Successful completion of the Emergency Manager or Associate Emergency Manager Certification Program from the Colorado Emergency Management Association (CEMA) or the International Association of Emergency Management (IAEM) within three (3) years of hire date
Must pass a criminal (CBI) background check
Ability to work in stressful situations
Ability to be on-call seven days a week / twenty-four hours per day in order to respond to emergencies, as required
Ability to work normal business hours, Monday through Friday, and some nights and weekends, as required

Preferred

Prefer upper level EOC experience (EOC Section Chief or EOC Manager) during an exercise or real event at a city or county level
Prefer at least one (1) year of supervisory experience
