MANAGEMENT ANALYST
Air Force Civilian Service is seeking a Full-Time Management Analyst to work at Air Force Materiel Command in Tucson, AZ. The role involves serving as a Human Resources Liaison project lead/manager, conducting organizational and HR process studies to improve mission effectiveness and resource efficiency.

Responsibilities
Serve as a Human Resources Liaison (HRL) project lead/manager responsible for conducting organizational and HR process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency
Provides management consultant services on civilian personnel functions, civilian position management, recruiting techniques, classification, pay, etc. for assigned organizations; reviews, coordinates, and monitors Requests for Personnel Action (RPAs) submitted from assigned unit and/or subordinate units
Utilizes independent judgment and expertise to provide senior leadership, commanders, managers, supervisors and civilian employees with recommendations to improve support and management oversight for serviced organizations on the most effective and efficient management of manpower and personnel
Provides human resources support inclusive of Manpower, Personnel, EEO, Awards, Telework, Career Broadening, Civilian Performance and Appraisals, Civilian Employment Plan (CEP)
Maintains manpower authorizations, end strength and work year execution to include realignments and manpower authorization changes
Works as a liaison with the local Civilian Personnel Office (CPO), AFSC Center Senior Functional Offices (CSFO), and Air Force Personnel Center (AFPC) when initiating personnel actions and selections IAW federal laws, HAF, AFMC and Center directives/processes
Serves as Wing focal point for local Union negotiations and the local EEO Programs in accordance with local MLA supplements

Obtain & maintain Security clearance
This may be a designated Drug Testing Position
Must be able to pass a pre-employment physical (if applicable)
Only open to current federal civilian employees within Department of War
Current SF-50 required
Extensive knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing
Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance
Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition, supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas
Ability to communicate effectively, both orally and in writing, clearly, concisely, and with accuracy, and maintain good working relations with all individuals and organizations
Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution
Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required
