Associate Deputy Assistant Secretary for Budget (Deputy)

Responsibilities

Provide leadership and coordination to ensure the integration of planning and programming into the VA wide budgeting process, ensuring seamless linkage to Department priorities
Directs the coordination of a wide range of VA budgetary functions involving agency-administration relationships in the budget formulation and execution process. Supports the presentation and defense of budget estimates before the Office of Management and Budget (OMB) and Congressional authorities
Serves as the secondary liaison to the Deputy Assistant Secretary for Budget between VA officials and appropriations committee senior staff to ensure communication on key budget issues are timely, comprehensive, sensitive to Congressional concerns, and conducted in a manner that is in the best interest of the Department
Evaluates Department budget operations in order to advise top management regarding long-range planning objectives
Represents VA with outside agencies such as OMB, Treasury, Government Accountability Office, and the staff of the Congressional appropriation and authorizing committees, to ensure concerted action on all budget issues
Serve with top VA leadership in developing budget strategies and evaluation of program budget activities
Provides the Secretary with monthly execution analysis for all major VA appropriations
Oversees the development and implementation of Department instructions and guides for preparing and submitting budget estimates and other related plans for VA programs
Reviews all VA proposed legislation for budgetary implications and participates in discussions, negotiations, and planning with other senior officials to respond to and/or implement changes
Manages Office of Budget administrative functions, including HR, IT, and overall efficiency of office

Must be a US citizen or National
Subject to a One year probationary period required (unless already completed)
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

Incumbents of this position will be subject to a background investigation commensurate with the risk and sensitivity level of the position
May be subject to pre-employment and random drug tests

Your resume should demonstrate accomplishments that would satisfy the technical qualifications
Demonstrated senior leader with proven experience in resourcing programs with nationwide impact
Ability to provide expert advice to senior leaders on organizational strategy to align with Secretary or Administration priorities
Ability to represent the Agency to key external stakeholders (e.g., Office of Management and Budget, Congress, or company equivalent)
Demonstrated experience and ability to lead multi-functional teams in a large complex organization
Proven ability to lead teams to achieve measurable goals and outcomes (e.g., increased productivity, improvement employee engagement)
