Project Coordinator II (Labor Compliance Analyst)

Responsibilities

Work with appropriate LACCD staff to identify applicability of state and federal prevailing wage requirements and provide state and federal prevailing wage rates for inclusion in contract solicitation documents
Prepare and present labor compliance requirements at pre-bid and/or pre-construction meetings for contracts subject to prevailing wage requirements
Respond to prevailing wage questions, concerns, and matters raised by contractors and construction workers
Facilitate proper reporting of prevailing wages, fringe benefits, apprentice utilization, and resolution of employee wage violations
Collect and review weekly Certified Payroll Records (CPRs) and all supporting payroll documentation, including statements of compliance, fringe benefit statements, payroll deductions, and apprentice registration documents submitted by prime and subcontractors
Communicate with contractors to resolve discrepancies or inadequacies related to CPR submittals
Conduct investigations related to alleged contractor violations identified through CPR reviews, site visits, or worker complaints
Review contractor documentation, when applicable, and determine withholding amounts for unresolved compliance issues
Notify affected contractors of audits and conduct pre-audit meetings
Prepare documentation for the withholding of contract payments and participate in settlement meetings and hearings
Maintain complete and up-to-date electronic and/or hardcopy contract files containing all labor compliance documentation
Respond to requests for payroll-related and labor compliance documentation
Track changes and updates to state and federal labor compliance and prevailing wage regulations and standards; with guidance from the Labor Compliance Lead (LC Lead) or Labor Compliance Officer (LCO), apply updates to labor compliance procedures and practices
Assist the LC Lead with the development of labor compliance policies, procedures, form templates, and instructional or operations manuals
Travel to project sites throughout the District to conduct site visits and job walks, perform labor standards interviews with a random sampling of tradespeople onsite, investigate complaints and issues, and prepare monthly activity reports
Conduct observations and worker interviews and assist the Labor Compliance Department with site investigations
Attend project-related meetings as needed, including pre-bid meetings, pre-construction meetings, and progress meetings
Maintain files of working documents, including project interview and resolution documentation
Perform other duties as assigned

Required

Minimum of two (2) years of experience in public works construction
Bachelor of Arts or Bachelor of Science degree, or a related degree, from a recognized college or university
Additional qualifying experience beyond the minimum required may be substituted for the required education on a year-for-year basis
Clear understanding of construction practices and state and federal labor laws
Ability to interpret and apply applicable labor law regulations in accordance with DIR and BuildLACCD Program standards
Ability to work in a fast-paced environment
High level of interpersonal skills with the ability to handle sensitive and confidential situations and documents
Strong written and verbal communication skills
Valid California driver's license and ability to travel to LACCD campuses
Proficiency in Microsoft Office, including Excel and Word

Preferred

Experience in labor compliance and use of LCPtracker
Bilingual in Spanish
