Standards and Systems Engineer
Noblis is seeking a highly motivated Standards and Systems Engineer to support the U.S. Department of State (DOS) in advancing its identity management and biometric standards initiatives. This role plays a critical part in coordinating standards development and assisting the program management office with technical analysis and process improvement activities.

Responsibilities
Provide technical research, analysis, and documentation support for identity management, biometric, image quality, and interoperability standards activities within DOS and external standards bodies (e.g., ISO/IEC, INCITS, NIST)
Support biometric and systems engineering activities, including standards interpretation, requirements traceability, and alignment between research, policy, and operational systems
Assist in planning, scheduling, and documenting technical and policy workgroup meetings, workshops, and stakeholder sessions
Support the development and coordination of standards- and engineering-related documents, reports, and presentations for internal and external stakeholders
Track standards development actions, engineering tasks, and project milestones to ensure timely progress and alignment with program objectives
Collaborate with technical subject matter experts, biometric researchers, systems engineers, standards representatives, and partner agencies to maintain alignment across related initiatives
Support analysis related to biometric system performance, image quality considerations, interoperability impacts, and technical risk trade-offs, as applicable
Support the Program Manager with administrative, logistical, technical reporting, and coordination functions tied to task order deliverables and interagency efforts
Maintain and update technical reference materials, templates, and document repositories to ensure accuracy, version control, and configuration management
Contribute to quality assurance and process improvement activities to streamline coordination, documentation, and information flow
Qualification
Required
Active Secret security clearance
US Citizenship is required
Bachelor's degree with 8+ years of experience OR Master's degree with 6+ years of experience
Experience supporting technical standards or governance bodies such as ISO/IEC SC37, INCITS, or NIST working groups
Background in systems engineering, biometric systems, identity management, or technical program support
Strong analytical, writing, and coordination skills with attention to detail
Experience supporting technical or policy programs within the U.S. Government Agencies
Demonstrated ability to manage multiple priorities, coordinate meetings, and maintain organized technical documentation
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint)
Preferred
Knowledge of biometric technologies (e.g., facial recognition, image quality assessment, performance metrics, thresholds)
Familiarity with systems engineering practices, including requirements analysis and standards-to-system mapping
PMP, CSM, or systems engineering certification preferred
Excellent communication and stakeholder engagement skills
