Public Utilities Specialist (Business Analyst)

Bonneville Power Administration is seeking a Public Utilities Specialist (Business Analyst) to serve in their Transmission Long-Term Commercial Planning organization. The successful candidate will be responsible for leading and managing the identification, evaluation, documentation, and tracking of requirements across various projects.

Responsibilities

(50%) Support Long Term Commercial Planning program within the TPL organization, specifically related to the Transmission Service Request Study and Expansion Process (TSEP) administration and Conditional Firm Service (CFS) offers
Gather, analyze, facilitate, model and organize information from disparate sources of record in order support decision-making on complex and controversial topics including in instances of conflicting data or in which there are competing agency objectives, present findings and implications, including capturing weaknesses in data sources
(25%) Leads or participates as a technical specialist in assigned interagency and intra-agency committees and working groups
Assesses current versus needed operational capabilities, resources, and risk factors to determine whether proposed projects and business initiatives can be successfully structured, integrated, and managed within desired time frames
Perform risk analysis to predict likely outcomes of proposed initiatives based on factors such as available financial programming levels, cross-functional program and project integration requirements, impact upon customers and stakeholders, and level of effort required for project or initiative completion
(25%) Collaborates with executives, managers, and subject matter experts in the business and members of the TPL, TPLC, TPLE, TP and T organizations to ensure the requirements for the project drive successful delivery of business products

A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service
Specialized experience is defined as: applying concepts, practices, laws, regulations, policies, and precedents applicable to 1) business management, including business case preparation; financial analysis and decision-making, risk assessment, internal controls, policies, and practices to integrate them into project management activities and 2) conducting organizational development and change management principles to recommend the best options for planning and implementing organizational, procedural, and cultural changes over a multi-year transitional period
