Responsibilities

Leads efforts for the Deputy Chief Information Officer of Administration and Finance to include scheduling, assigning, coordinating, tracking, analyzing and reporting on projects and process improvement initiatives, determining fiscal and operational impacts to HHS and advising, providing consultation, proposing solutions to complex problems and making recommendations to executive leadership, ensuring assignments are well constructed, accurate, complete and timeliness
Independently coordinate, prepare, and submit well written and persuasive deliverables for an executive audience, including functional assessments and self-evaluation reports. This includes working with each of the Deputy Chief Information Officer areas to obtain highly technical, fiscal, and operational information, consolidating and synthesizing that information into a well written structured report suitable for internal, external, or executive-level consumption. Ensure compliance with statutory deadlines and agency requirements
Without direction or guidance, develop and maintain implementation plans for legislative and gubernatorial objectives or mandates, exceptional items, and statutory initiatives. This involves drafting policy, processes, and procedures for the Deputy Chief Information Officer. Create and manage dashboards and reporting tools to monitor progress and lead formal presentations and updates to executive leadership
Serve as a project-specific liaison between HHSC IT Administration and Finance and other agencies, programs, and administrative support divisions. This includes independent day-to-day communications, leading work groups, and formal correspondence. Independently plan, prepare, and facilitate meetings, provide guidance, and communicate legislative priorities and status updates to internal and external stakeholders
Assist Administration and Finance Deputy CIO and senior directors with leading and project managing special projects, process improvement efforts, reports, analyses, and inquiry response from external entities. Lead, develop, provide, present, and then plan and implement analysis, reporting, and process improvement recommendations to ensure alignment with agency goals and compliance standards

Required

Bachelor's degree required
Employment Application demonstrates strong writing skills and prior successful management of projects, process improvement efforts, large contracts, or cross-division or intra-agency efforts with a coordination component
Knowledge of Procurement and Contracting: In-depth understanding of the Texas procurement and contracting laws, methodologies, and requirements
Knowledge of Legislative Processes and State Government Operations: In-depth understanding of the Texas legislative process, including bill analysis, fiscal impact methodologies, and Sunset review requirements
Knowledge of Budgeting and Fiscal Analysis Principles: Knowledge of state appropriations, Legislative Appropriation Request (LAR) processes, and fiscal impact assessment techniques
Knowledge of Project Management and Process Improvement: Familiarity with planning, scheduling, and implementing complex projects, including automation strategies and compliance tracking
Advanced Communication Skills: Strong oral and strong written communication skills for preparing reports, facilitating meetings, and conveying technical information to diverse audiences
Analytical and Problem-Solving Skills: Ability to interpret legislative language, assess fiscal and operational impacts, and develop solutions for complex issues
Organizational and Coordination Skills: Skill in managing multiple priorities, tracking assignments, and ensuring timely completion of deliverables under strict deadlines
Written Persuasion – Ability to communicate and propose concepts, executive strategy, and make persuasive justifications through clear and concise written communication
Independent Decision-Making and Judgment: Ability to work under minimal supervision, exercise discretion, and make decisions that affect agency compliance and legislative outcomes
Collaboration Across Divisions and Stakeholders: Ability to build effective working relationships with internal teams, external agencies, and legislative entities
Adaptability and Strategic Thinking: Ability to anticipate legislative changes, adjust plans quickly, and recommend innovative approaches to improve efficiency and compliance

Preferred

Graduate degree preferred
Certified Texas Contract Developer (CTCD), Certified Texas Contract Manager (CTCM), Project Management Professional (PMP), or a process improvement certification such as business analysis, Six Sigma, etc., is preferred
