Responsibilities

In coordination with Parks Division sections and external partner agencies, plan, develop, and prepare annual capital improvement program requirements and budgets for assigned projects and programs. Responsibilities include developing project scopes, schedules, estimating costs and budget needs, identifying risks, and initiating project approval
Oversee, develop, and supervise the preparation, review and approval of A/E contracts through all phases of the capital project (planning, preliminary design, final design, construction, closeout, acquisition). Oversee, develop, and supervise advertised construction contracts using WSDOT or CSI specifications (e.g., contract submittals, change orders, payment applications). Provide technical expertise related to major maintenance and compliance inspection programs
Serve as the technical expert for multiple programs and projects, providing signatory design approval (e.g., stamping drawings) for in-house designs and ensuring compliance with applicable federal, state, and local laws and regulations (e.g., SEPA, King County Land Use Code). Offer technical guidance in evaluating and analyzing complex, sensitive, and politically significant issues, and brief Division and Department senior leadership and Council staff on these matters
Perform the full scope of supervisory responsibilities for assigned staff on a continual and regular basis. Staff may include several subordinate teams or organizational units and responsibilities may involve providing technical guidance, supervision, coaching, evaluating, overseeing work plans, training and professional development of other capital project managers
Oversee, supervise, coordinate, and perform planning activities, design plan reviews, and provide approvals when individuals, businesses, and other agencies apply for permits to construct facilities and assets and Parks property
Perform additional duties as assigned related to supervising and managing the capital program, projects, and project managers

Required

Professional License in Engineering, Landscape Architecture, or Architecture and/or professional certification (or equivalent experience) in the areas of construction management, environmental sciences, urban planning or similar, with experience that demonstrates proficiency and a high degree of skill in their technical discipline
Advanced experience and demonstrated success project managing multiple capital projects simultaneously or multi-year, large and complex projects for public agencies including advanced skills developing project schedule, scope, and budgets
Experience using scheduling software such as MS Project or Oracle Primavera
Experience writing or interpreting WSDOT and/or CSI technical specifications
Experience reading and interpreting engineering or architecture design drawings
Experience developing, procuring, and managing A/E Consultant Design Contracts and/or Advertised Construction Contracts
Excellent oral and written communication skills including technical writing, presenting, and briefing management
Advanced level of computer skills including Microsoft Office suite and PDF editing tools to prepare basic maps and communications (e.g., Bluebeam, Adobe tools)

Preferred

Project Management Professional (PMP) Certification or completion of equivalent training program
Experience using AutoCAD, Civil 3D, Revit, or similar drafting software to prepare design drawings
Experience using project management information systems such as Unifier or Prism
Experience using ArcGIS Pro or similar software
Experience with King County Capital Project Management processes
Advanced skills using capital project construction cost estimating tools such as RS Means, WSDOT Bid Tabs
Experience managing people and/or teams
