Water Distribution Lead Operator Technician

The City of Santa Barbara is seeking a skilled and motivated professional to join our Water Resources Department as a Water Distribution Lead Operator Technician. This role is essential in maintaining and improving our City’s water distribution system, leading critical operations, responding to system emergencies, and contributing to the sustainability of our water infrastructure.

Responsibilities

Perform and oversee skilled maintenance, repair, and installation activities for potable and recycled water systems
Operate, inspect, and maintain distribution assets, including valves, hydrants, meters, pumps, reservoirs, wells, and SCADA systems
Plan, schedule, and lead preventative maintenance tasks within a comprehensive asset management program
Oversee, train, and develop staff
Coordinate with contractors to ensure work meets City standards
Use technology such as Computerized Maintenance Management Systems (CMMS), Geographic Information Systems (GIS), and Global Positioning Systems (GPS) for efficient system management and data analysis
Interpret blueprints, schematics, and diagrams for planning and executing projects
Support and execute Capital Improvement Projects (CIP), to improve system reliability

Required

Four (4) years of advanced journey-level experience in the operation and maintenance of water distribution systems
Must be high school graduate or have a GED
Education supplemented by specialized course work in water distribution, construction technology, mechanical and electrical maintenance, or a related field
Must possess a valid State of California Water Distribution D3 certification at time of appointment
This position requires a State of California Water Distribution D4 certificate within two (2) years of appointment
Applicants must possess a Class B commercial driver's license at time of appointment
In depth understanding of water distribution operations, maintenance, procedures, methods, practices, diagnostic inspection, equipment installation, repair and materials
Principles of supervision, training, and staff development
Safe work practices
Tools, equipment, and procedures used to repair and replace potable and recycled water distribution system equipment
Procedures and standards of practice for preventative maintenance
Ability to assist in the selection of staff; organize, train, and review the work of staff
Interpret, explain, and enforce City and department policies and procedures
Occupational hazards and standard safety practices for the municipal water industry, including OSHA compliance
Pertinent Federal, State, and local laws, codes, and regulations
Modern office procedures, computer equipment, and programs
Detailed record keeping and reporting using a Computerized Maintenance Management System (CMMS)
SCADA and instrumentation
Provide exceptional customer service, perform journey level operations, and complete complex tasks for potable and recycled water distribution systems
Install, operate, maintain, and repair water system equipment including: hydrants, meters, service connections, water mains, pressure reducing stations, pump stations, wells, and reservoirs
Effectively organize and lead teams of Water Distribution Operator Technicians
Train, develop, and motivate Water Distribution Operator Technicians
Strategically plan, scope, coordinate, and execute projects and tasks
Operate a variety of hand and power tools
Operate backhoes, dump trucks, boom trucks, and forklifts
Troubleshoot and diagnose problems
Understand and effectively use computer programs such as Geographic Information System (GIS), Supervisory Control and Data Acquisition (SCADA), Computerized Maintenance Management System (CMMS) and Microsoft Office programs
Maintain pertinent records and compile data into clear and concise written reports
Demonstrate effective and professional communication skills
Work independently in the absence of supervision
Apply sound judgment and practical knowledge to resolve problems
Establish and maintain effective working relationships with those contacted in the course of work

The City is a member of the Coastal Housing Partnership, which offers home loan assistance and rental reductions.
A standard 9/80 schedule is observed, with most offices closed every other Friday.
Flexwork/Telecommuting is available.
Bilingual pay may be available at a rate of $64 / pay period.
Vacation is accrued at 96 hours / year, increasing with City service.
Personal leave (32 hours) is provided each July 1st at the start of the fiscal year (pro-rated the first year).
Sick leave is accrued at the rate of 96 hours / year.
Holidays: 12 holidays are observed / year. Paid holiday time is awarded at the employee’s applicable schedule, i.e., 9/80, 4/10, etc.
Retirement: The City does not participate in Social Security.
Insurance including medical, dental and vision benefits are available under a group plan.
Cafeteria 125 Plan: Employees who opt-out of the group insurance coverage or who select employee only coverage may be eligible for a cash pay-out of up to $362.38 / month.
Life and AD&D Insurance: City-paid term life insurance and accidental death and dismemberment ($50,000 each) are provided.
Employee Assistance Program: A City-paid EAP is available for employees and members of their household.
Long-term Disability Insurance is provided.
State Disability Insurance (SDI) and Paid Family Leave (PFL) is provided. Employee pays 1.1% of salary. For 2025, the anticipated SDI/PFL rate is 1.2% of salary.
Deferred Compensation Savings Plans (457) are available to employees through a deferred compensation program.
Uniforms will be provided by the City to those employees required to wear a uniform.
Employee must pay an amount equal to 1.45% of salary toward Medicare. An equal amount is paid by the City.
