Interdisciplinary Hydropower Program Manager

Responsibilities
Application of engineering principles pertaining to inland navigation and flood risk management
Expert advice to the Division Commander on coordinating complex inland navigation and flood risk management
Provides authoritative advice on MSC inland navigation and flood risk management programs/policies
Provides oversight and direction for all aspects of environmental compliance within Districts for the Inland program
Participates in interagency meetings and conferences
Expert knowledge of the Corps Inland Navigation and Flood Risk Management Program policy, procedures and normal business practices
Regional authority on inland navigation and flood risk management project operation and management
Evaluate effectiveness of management, operations and maintenance inland navigation and flood risk management projects
Execute budget development support for construction projects, rehabilitation projects and studies
Reviews, manages and provides justification of budget requirements or distribution to subordinate Districts
Formulates and directs training programs for field personnel
Provides oversight and direction for implementation of interim risk reduction measures
Qualification
Required
Bachelor's degree (or higher degree) in engineering from an accredited program
In-depth knowledge of hydropower facilities and equipment
Independently providing and implementing policy guidance, consulting assistance, and staff coordination in delegated hydropower functional areas
Completing budget development and program execution oversight to include operation and maintenance appropriations within a government facility
One year of specialized experience which includes: in-depth knowledge of hydropower facilities and equipment, independently providing and implementing policy guidance, consulting assistance, and staff coordination in delegated hydropower functional areas, including: operations, maintenance, repairs, replacements, and rehabilitations of hydropower facilities and equipment, completing budget development and program execution oversight to include operation and maintenance appropriations within a government facility
Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation (Tier 3)
Appointment may be subject to up to 30% Temporary Duty Travel (TDY)
May be required to obtain and maintain a SECRET level security clearance
May be required to obtain and maintain a valid state driver's license
Position requires submission of Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE 450) upon entry, and annually thereafter
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13)
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program
