Responsibilities

Employee is responsible for assuring the operational performance of the agency. Planning work includes annual development of division specific plans that address program goals and performance expectations, reviewing and analyzing program data and statistics, exploring alternatives for new or improved methods of providing services and managing resources, providing input and information from external sources for consideration, problem solving to address deficiencies and concerns, and providing general direction and oversight.?
Employee works closely with the agency and County Information Technology staff to assure effective implementation of applicable technology.?
Employee provides clear and effective general operational leadership for the agency to include facilitating and leading the agency's management team which is tasked with identifying agency wide operational issues and developing and implementing solutions.?
Employee works with the Division Directors to determine the current and forecasted needs for the agency's budget. Employee is responsible for communicating to the agency Director regarding overall division functioning and specific program performance for each of the agency's major program areas.?
Employee helps to implement major state mandated programs to ensure conformance with State and Federal regulations and procedures. Employee assists with the strategic planning and execution of the agency's human resources system.?
Employee assures the design and implementation of the agency's professional development plan and resources to include enhancing general agency competencies for all staff, program specific competencies within the divisions and program areas, and overall management and supervision competencies.?

Required

Master's degree in Social Work or Public or Business Administration and five years of experience in a Human Services field including three years in a supervisory or managerial capacity
Graduation from a four-year college or university and seven years of experience in a Human Services field including four years in a supervisory or managerial capacity
An equivalent combination of education and experience
Thorough knowledge of multiple social services program areas
Skill in the evaluation and analysis of social services programs
Skill in establishing and maintaining effective working relationships with staff from Federal, State, and local agencies as well as clients, the general public, and private sector providers
Skill in supervising a staff of professional and support positions
Ability to understand the application of automation as it relates to the program areas assigned
Ability to communicate effectively in oral and written form
