Responsibilities

Directs fiscal services for a department including budget preparation, management reports, and grant coordination. Ensures accuracy and compliance in financial activities, solves complex billing issues, and designs cost accounting systems. Performs reconciliations, prepares financial reports, processes transactions, and updates documentation. Develops budget projections, conducts risk assessments, and monitors expenditures for compliance with laws and regulations
Conducts comprehensive audits of invoices, billings, financial reports, inventory, and performance evaluations for compliance with policies, procedures, and regulations
Plans, organizes, and supervises accounting, budget, and financial personnel. Creates performance evaluation goals for subordinates. Determines hiring decisions for vacant positions based on interviews and subordinate input
Conducts training on departmental policies, procedures, and processes for both internal and external customers, and provides training to internal business partners on the department’s current accounting systems
Sets work goals and priorities based on policy and resources, develops strategies for end-of-year goal achievement. Manages long-term projects to ensure timely completion of milestones, prioritizes daily tasks to meet deadlines efficiently
Monitors bills and laws for financial impact, ensures accurate reporting of grant and program funds, and checks revenue collections for budget alignment
Interprets federal and state laws, financial reports, and departmental rules for internal and external customers, as well as subordinates, to facilitate compliance and explain program parameters

Required

Graduation from an accredited college or university with a bachelor's degree in business administration, accounting or related acceptable field
Experience equivalent to five or more years of full-time professional fiscal services and/or auditing work
At least two years of experience in the supervision of fiscal and/or auditing staff
Qualifying full-time professional fiscal services and/or auditing experience may be substituted for the required education, on a year-for-year basis, to a maximum of four years
Current certification as a 'Certified Public Accountant' or license as a 'Public Accountant' with the State of Tennessee may substitute for the required bachelor's degree and one year of full-time professional fiscal services and/or auditing work
Additional graduate course work credit received from an accredited college or university in business administration, accounting or related acceptable field may substitute for the required experience on a month-for-month basis to a maximum of one year
No substitution for the required supervisory experience
