VP, Enterprise Program Management Office
Federal Reserve Bank of Boston is seeking a Vice President for the Enterprise Program Management Office (PMO). The role involves providing project and program leadership, developing and executing a comprehensive program management strategy, and collaborating across functional areas to support the organization’s strategic goals.

Responsibilities
Contribute to the vision, strategy, values, and priorities that help the FRFS enterprise achieve its mission as a member of the FRFS Enterprise Services Leadership Team
Develop, implement, and execute a comprehensive program management strategy for FRFS, with a focus on achieving measurable, sustainable results
Collaborate across the FRFS functional areas and the National IT teams responsible for overall program and portfolio management to ensure the delivery of secure, reliable Federal Reserve Financial Services that meet the needs of customers and the industry
Serve as a strategic partner to provide innovative and adaptable program management support to the FRFS functions and Executive Leadership Team to ensure key enterprise decisions are informed by timely and accurate program status and System and industry best practices pertaining to investment guidance and program execution
Develop and nurture close relationships with key stakeholders and external partners to ensure contemporary thinking, ensure complementary approaches, avoid duplicative services, and influence System direction for program management offices
Build, maintain, and preserve a positive and productive culture and work environment that enables all business areas and employees to perform and thrive to their fullest potential
Build and/or develop the executive team for division. Perform all related people management functions such as hiring, development, performance appraisals, compensation decisions, workforce and succession planning
Leads with a strategic, action-oriented mindset that is focused on performance, accountability, and outcomes. Ensures accountability by holding self and others accountable to meet commitments

Qualification
Required
Bachelor's degree required in business, technology, or related fields or equivalent work experience
Typically has 10+ years of progressive experience in program and people leadership
Track record of successful leadership to drive results and proactively manage change in a highly matrixed and virtual team
Demonstrated ability to collaborate with peers to catalyze robust program management planning and execution in alignment with FRFS business needs
Demonstrated track record of successfully collaborating with, and constructively challenging, technology teams leveraging diverse application development methodologies
Demonstrated track record of integrating robust risk assessment and management practices across complex, integrated program workstreams
Excellent change management skills, including advocating, anticipating, and orchestrating change
Strong business acumen with ability to be a hands-on, visible, goal-oriented, and independent-minded leader
Ability to lead with System-centered, strategic, action-oriented mindset focused on performance and accountability
Strong champion of building diverse and inclusive work environment
Outstanding people manager and role model and demonstrated interest in serving as an active talent champion, coach, and mentor
Intellectually curious and agile, with demonstrated ability to experiment and lead innovation
Business travel up to 30%
All employees assigned to this position will be subject to FBI fingerprint/ criminal background and Patriot Act/ Office of Foreign Assets Control (OFAC) watch list checks at least once every five years
For this job, any offer of employment is contingent upon successfully passing a two-phase security screening
All applicants must have resided in the United States for at least three (3) years
Preferred
Experience establishing and/or maturing program management offices in a complex and matrixed organization
Living within 50 miles of a Reserve Bank location
Preferred locations: Atlanta, Boston, Chicago, Kansas City, Minneapolis, New York, Richmond, and San Francisco
