Responsibilities

Leads end‑to‑end planning, development, implementation, and execution of enterprise IT products, services, enterprise architecture strategic sourcing solutions, and interagency agreements that enhance agency technology acquisitions
Conducts in‑depth analysis of enterprise architecture, system relationships, and integration requirements while performing spending and market analysis to identify consolidation opportunities and cost reductions
Utilizes quantitative and qualitative research methods to evaluate IT programs, assess performance metrics, and develop analytical models that inform strategic business and technology decisions
Develops and delivers strategic plans, policy recommendations, presentations, and guidance materials to senior executives and oversight bodies, ensuring complex IT and acquisition strategies align with organizational goals
Provides advisory and consultative services to stakeholders on IT procurement, vendor management, and technology modernization initiatives that improve efficiency and cost-effectiveness

Required

US Citizens and National (Residents of American Samoa and Swains Island)

Have your identity and work status eligibility verified if you are not a GSA employee
To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service
Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service
Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc
Customer Service - This skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups
Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues
Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events and applies the information as appropriate
Specialized experience: is defined as demonstrated experience leading and managing complex, enterprise‑wide information technology programs or initiatives that require expert knowledge of IT project management, enterprise architecture, systems integration, data analytics, and vendor performance management
Such experience typically includes: Leading end‑to‑end planning, development, and implementation of enterprise IT solutions, products, or services that improve organizational efficiency, interoperability, or cost effectiveness
Designing, integrating, or optimizing enterprise architecture frameworks to ensure systems alignment and secure, scalable operations across business lines or organizations
Applying advanced project management methodologies (e.g., Agile, hybrid, or traditional) to deliver complex technology initiatives on schedule and within budget
Providing expert guidance to executives and stakeholders on technology investments, emerging solutions, performance data, and risk management strategies
Managing or developing sourcing strategies, vendor negotiations, and performance evaluations to maximize value, ensure service quality, and meet organizational objectives
Utilizing quantitative and qualitative analysis methods to evaluate technology performance, identify opportunities for optimization, and produce data‑driven recommendations for decision makers
