Responsibilities
Review and assess the existing data sources and data source systems within the agency
Identify threats to data validity and reliability
Work with the Division of Community Services, the Division of Clinical and Quality Management, the Division of Administration and stakeholders
Identify and develop actionable recommendations that will result in improvement to data validity and reliability
Increase the ability of the department to attest to the reliability of the data source and data source system
Review data, source training materials, conduct subject matter expert and stakeholder interviews
Review system training materials, shadow data source users
Conduct source system table analysis review
Synthesize and prioritize all threats
Develop and present actionable recommendations to mitigate identified threats
Conduct daily check-ins during onboarding and training
Qualification
Required
5 years of BA Experience in IT projects
IT software/application project experience required
Strong analytical interpersonal and project management skills
Ability to build relationships with management program personnel and the IT department
Ability to explain complex issues in a way that they all understand
Experience with MS Excel spreadsheets
Experience with Power Query
Experience with data warehouse capabilities
Experience in analyzing system problems
Experience in designing and testing standards and solutions
Experience in evaluating procedures and processes
Experience working with structured and unstructured data
Ability to assess data validity and reliability
Experience conducting data source / system reviews
Experience evaluating business processes and system procedures
Ability to build trust and working relationships
Facilitation and interview skills
Translation of technical issues into plain language
Project management and self-management skills
Preferred
Experience conducting threat or risk assessments
Experience working in state government or large public-sector organizations
Familiarity with health, behavioral health, or human services data systems
Experience validating data used for reporting, performance measures, or compliance
SQL
Experience supporting system modernization or data improvement initiatives
Experience presenting findings to leadership or executive audiences
